CALL TO ORDER:

The meeting was called to order by Chair T. Meister at 8:15 a.m. and was certified to be in compliance with the Open Meetings Law.

AGENDA:

Motion by C. Montgomery, second by T. Bychinski to adopt the amended agenda.
Motion carried.

MINUTES:

Motion by T. Bychinski, second by S. Alexander to approve the February 10, 2006, minutes as distributed.
Motion carried.

COMMUNICATIONS:

None.

EMERGENCY MANAGEMENT:

T. Stieve, EMBS Administrator, appeared before the Committee to request authorization for Communications Technician P. Raab and himself to travel to Las Vegas, Nevada to attend a conference on Wireless Communications. The cost of the conference, travel and lodging would be $1,600.00 (A change in the Rules of the Board no longer requires a resolution to the full County Board of Supervisors, for out of State travel, but approval of the Oversight Committee, Finance and Personnel Committees.) Motion by C. Montgomery, second by T. Bychinski to authorize the attendance at the conference.
Motion carried.

HUMAN SERVICES:

D. Bratsett and L. Horkan appeared before the Committee to request authorization for two member of the Human Services Financial unit travel to Hershey, Pennsylvania, to attend the annual CMHC conference and training. The cost of the conference, travel and lodging would be slightly less than $2,500.00 Motion by T. Bychinski, second by S. Alexander to authorize the attendance at the conference.
Motion carried.

SEIU District 1199W/UP - Grievance hearing regarding employee disciplinary issue:

R. Stodola, Business Representative for SEIU District 1199W/UP appeared to represent a Sauk County employee and union member to grieve a disciplinary action. Stodola explained to the Committee why the union believes the discipline should be expunged. M. Koehler and C. Bodendien represented management and to explain why the action was appropriate The employee was also provided the opportunity to speak.

AFSCME Local 3148 - Grievance hearing regarding position elimination:

W. Moberly, Business Representative for AFSCME Local 3148 appeared to represent a former Sauk County employee and union member whose position had been eliminated at the Sauk County Health Care Center. The union and Management disagree on the interpretation of the contract language. It is the belief of the union that management should have allowed the employee to "bump" a less senior employee of another unit. K. Pope spoke on behalf of management and stated there is no bumping language within the contract.

Motions by C. Montgomery, second by T. Bychinski to enter into to closed session pursuant to Wis Stats. 19.85(1)(c) for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility over; and to include members of the Personnel Department in the closed session. Roll call vote was taken. Meister - aye, Montgomery - aye, Bychinski -aye, Alexander - aye. Motion carried.

Motion by T. Bychinski, second by C. Montgomery to reconvene in open session.
Motion carried.

Motion by C. Montgomery, second by T. Bychinski to deny SEIU District 1199W/UP grievance in regard to disciplinary action.
Motion carried.

Motion by T. Bychinski, second by S. Alexander to deny AFSCME Local 3148 grievance in regard to position elimination.
Motion carried.

DEPARTMENTAL UPDATES:

M. Koehler presented the Committee with the activity report for the past month. The report included an update of the Administrative Coordinator recruitment. M. Koehler reminded the Committee that an interview panel could not be established until after the elections are held and the new oversight committees are created. Expenditures for the month of March were presented in the amount of $4, 038.06 K. Pope provided the Committee with a report on the activities of the HCC Personnel Office including recruitments, unemployment expenses, and leaves of absence. Motion by T. Bychinski, second by C. Montgomery, to approve the vouchers and departmental updates as presented.
Motion carried.

Motion by T. Bychinski, second S. Alexander, to adjourn until Tuesday, April 11, 2006, 8:30 a.m. at which time a special joint meeting will be held with the Finance Committee to establish the salaries for elected officials; the regular business meeting of Personnel Committee will follow immediately afterward.
Motion carried. Meeting adjourned.
