CALL TO ORDER

The meeting was called to order by Chair T. Meister at 8:15 A.M. and was certified to be in compliance with the Open Meetings Law.

Motion by P. Tollaksen, second by S. Alexander, to adopt the amended agenda.

MINUTES

Motion by S. Alexander, second by P. Tollaksen, to approve the August 11, 2006, regular business meeting minutes of Personnel as distributed noting the following correction:

Expenditures for the month of August were presented in the amount of $2,35.45.

Corrected: Expenditures for the month of August were presented in the amount of $2,350.45.
Motion carried

COMMUNICATIONS

None.

COUNTY BOARD CHAIRPERSON

M. Krueger, County Board Chairperson appeared before the Committee to discuss actions taken to resolve recent concerns. Krueger stated he had told both the Personnel and Health Care Center Committees that he would be meeting with the Administrative Coordinator, Corporation Counsel and the Personnel Director to review and/or revise the County's employee grievance procedures. A flow chart has been created to provide employees with a visual adaptation of the policy and procedure outlined in Chapter 13.14 of the Sauk County Code of Ordinances. Chairperson Krueger went on to state, he believes in the committee process. For example, County personnel matters should be addressed by the Personnel Committee; likewise it is the job of Highway Committee to provide oversight to issues or concerns that involve County roads or parks.

The Committee reviewed the handout provided by Personnel Director, M. Koehler and discussion of the procedure and suggestions for additional clarification were provided. It was noted that each of the five union contracts established the grievance procedures for represented employees, therefore the flowchart should be titled Non-Represented Employee Grievance Procedure. An additional box should be added to reflect final recourse of a grievance is to have it heard by the Personnel Committee. Committee member J. Stoeckmann, also requested it should be noted that electronic mail will not be considered appropriate for written documentation of an employee grievance. Written grievances should require, a date and the employee's signature.

Stoeckmann further requested that the Administrative Coordinator advise oversight committees when she is made aware of unresolved issues which may need to be addressed. P. Tollaksen stated he believed supervisors make department heads aware of concerns, and it is then the Department Heads responsibility to notify the respective oversight committee, without providing names or information which could breach an employee's confidentiality.

DEPARTMENTAL UPDATES

M. Koehler distributed a proposed 2007 Personnel Department budget. Koehler noted the budget included the elimination of one half-time relief worker position and the elimination of the Personnel Manager position at the Health Care Center. Koehler noted the resignation of the recent Personnel Manager coincided with the budget process and plans to create a more centralized Personnel/Human Resource Department. Motion by S. Alexander, second by P. Tollaksen to approve the 2007 budget as presented.
Motion carried.

Activities for the past month were reviewed. A monthly voucher statement was not available because of the early date of the committee meeting.

Motion by J. Stoeckmann, second by P. Tollaksen to adjourn until 1:30 P.M., Thursday, October 12, 2006.
