Public Health Board

Meeting was called to order at 6:30 p.m., when there was a quorum, by White, and compliance with the open meeting law was noted.

Moved by Clement, seconded by Hannah to adopt the agenda, with the addition of : E. Report from Bodendein regarding recent dental meeting, and F. Report from Muhlenbeck regarding upcoming meeting with Wayne Koop, Department of Agriculture regarding Sauk County Health Department becoming Agents of the State for inspections for the Department of Agriculture.
Motion carried.

Moved by Kreigl, seconded by Clement to approve the agenda with two changes: 1) Page 3, item C line 8, first word should read "The" not "he". 2) Page 3, item D, line 1, remove the word "the".
Motion carried.

COMMUNICATION:

Muhlenbeck handed out the National Association of Local boards of Health third quarter newsletter.

Muhlenbeck handed out Haugen's WALHDAB legislative typed report.

Muhlenbeck informed the Board that Corporation Counsel stated there was "nothing new" to report regarding the Big Cats issue. It is in the Court system and just waiting for the judge to set a hearing date.

BUSINESS ITEMS:

Moved by Hannah, seconded by Kreigl to approve the 2007 Public Health Department Budget as presented by Muhlenbeck at the August Board of Public Health Meeting.
Motion carried.

Moved by Hannah, seconded by Clement to approve charging $22.00 for the influenza vaccine and $25.00 for the pneumococcal vaccine for the 2006 - 2007 flu season.
Motion carried.

DEPARTMENTAL UPDATES:

  1. Moved by Clement, seconded by Kreigl to add the monthly reports to the minutes of the meeting. Motion carried.
    B. Moved by Clement, seconded by Hannah to approve paying the September vouchers totaling $26,686.77. Motion carried.
  2. There were no additional environmental issues.
  3. There was a written WALHDAB report from Haugen.
  4. Bodendein reported on a Dental Committee Focus Group held October 9th, 2006. 10 area dentists and representatives from St. Clares and The Reedsburg Hospital along with Bodendein met to discuss how to improve dental care for Sauk County residents who are unable to pay for dental services. Four areas were discussed: 1) What are the issues surrounding unmet need, 2) What are the barriers that prevent access to dental services, 3) What are some possible solutions to the problem, 4) What are the next steps. It was suggested that Sauk County Public Health develop a formal, centralized program to screen potential patients for need. Collaboration with school nurses and area physicians and hospitals is encouraged. The Health Department will attend an upcoming Dental meeting to present its program plan in early November.
  5. Muhlenbeck informed the Board that a meeting is scheduled with Wayne Koop from the Department of Agriculture (DOA) to discuss what is needed to become Agents of the State for inspections that DOA performs in Adams, Juneau and Sauk County. There were many questions. Muhlenbeck will gather the information and ask Mr. Koop to come to the next Board of Health meeting to discuss this program.

Next Board of Health meeting is set for November 8, 2006.
