- Meeting called to order by Hartje at 7:30 a.m. Certification
of Compliance with Open Meeting Law was met.
- Adopt Agenda: Motion by Dippel, second by Volz to approve
agenda.

- Adopt Minutes: Motion by Volz, second by Dippel to approve
last month’s minutes.

- Request from Court Appointed Special Advocates
for Children (CASA) to use the courthouse lawn on April
6, 2006, 11:45 a.m. to 12:30 p.m. for a Light of Hope
Ceremony. Should it rain they are requesting an alternate
date of April 10, 2006.
Motion by Zowin, second by Volz to approve this
request.

- Request from Sauk County Art Association to use
Courthouse Square for the 42nd Annual Summer Art Classic,
Saturday, Aug 12, 2006, 6 a.m. to 6 p.m., and the need
to mark the artists’ booth spaces on Friday, Aug
11 from 6 p.m. to 8 p.m. They are also requesting the
use of 4 tables and 6 chairs and permission to use the
restrooms in the Courthouse building for artists. Motion
by Zowin, second by Volz to approve this request.

- Letter of offer from Screnock & Screnock, Ltd.
to purchase 12 bookshelves from the old Law Library for
$100.00. Motion by Krueger, second by Dippel to approve
this purchase, and to advertise the remaining bookshelves
on the County website.

Stieve mentioned that
he finally received the final information from Arnold & O’Sheridan
on the filing system and that he needs to go over the
details.
Virgil noted the joint meeting on March 14 and asked if everyone
has received an agenda.
- Business Items
- Treasurer’s Report - Pat Carigan reported that there
is nothing new this month on the Dellwood properties.
She is working on tax deeded properties for this year and is ready
to send them to the title search firms. This year we have 107 properties.
Zowin suggested having the newspaper do a piece on the process of
handling these properties, to inform the public, and Carigan will
look into this.
- Discussion took place on a piece of city forest on Hwy 12,
off Terrytown Road. Stieve was asked to present this
item to the Committee for discussion and see if there
might be an interest to purchase this 27.3 piece of acreage.
Motion by Zowin, second by Krueger to note for public record that
at this time the Committee does not have an interest in this
land.

- Departmental Updates - Carl Gruber, Risk Management
- Monthly Report - Worked on Employee Health Fair; organized programs
for Mine Safety Training in April; created workers comp reports
for 2005 for Health Care Center; ordered safety supplies;
worked with Wisc County Mutual on open liability claims;
worked on light duty assignments for employees in Highway & Health;
checked on TB testing & vaccines for Health dept regulations, which have
changed; worked on Independent Medical Exams for 2 employees; continued looking
into simulator for Highway & Sheriff’s; checked into liability
with hunting on County property for Parks; performed 4 ergonomic assessments
for Veterans, Land and Clerk of Courts; sent in finalist application for
Corporate Safety Award; checked on independent contractor number for mine
safety; scheduled drug tests for random/new hires at Highway; corrected fire
inspection report for West Baraboo garage; ordered new Work Zone Safety manuals
for Highway; worked on helping Sheriff’s
dept re harassment training; used new training on-line from Wisc Mutual;
checked an office for noise; checked on a barrel of old material at Highway
with EMBS administrator; filed 9 workers comp cases and 4 liability cases.
- Review and approval of deductibles - Motion by Dippel, second by Zowin
to approve deductibles totaling $3,049.95.

Discussion took place about the simulator. Gruber has been checking
into this and has talked with another county who just purchased
one. When they have it in place, they invited him to take a look at it.
He suggests offering the use of this equipment to other counties, charging
them the instructor’s cost.
The Committee asked if he could obtain a video about the simulator and
Gruber will look into this.
Departmental Updates - Tim Stieve, Buildings & Safety
- Monthly
Report - Spent approximately 3 hours on phone problems,
adds and changes; carpet work has started.
Update on 3rd floor remodel - A few changes were approved to change
out some block,
remove an old Air Handling Unit and patch the hole, plus
several small items, total of all
changes totaled $9198.00.
VARC expansion update - Doug is working on plans so that this can
be bid for summer
work.
Upgrade to controls 95% completed; chillier maintenance 95% completed.
Tim is working with Steve Pate on purchasing equipment
necessary to implement some
Blackberry units. These are PDA’s with cell phone capabilities
and have the ability to
read emails in the field. This is something Steve
and Tim have discussed in the past and
there is money budgeted for this. The cost should not exceed $10,000.
Stieve passed out the Form 1’s for both Risk Management and
Building Services and
asked the committee to call him with any input.
- Stieve distributed the 3rd Avenue property report. Kerry Beghin
has decided to provide
these on a monthly basis versus a quarterly basis.
- Review and Approval of Vouchers - Motion by Krueger, second by
Dippel to approve the monthly vouchers totaling $72,948.76.
