  1. Meeting called to order by Hartje at 7:30 a.m. Certification of Compliance with Open Meeting Law was met.
  2. Adopt Agenda: Motion by Volz, second by Dippel to approve agenda.
    Carried.
  3. Adopt draft minutes of June 5, 2006: Motion by Volz, second by Montgomery.
    Carried.
  4. Public comment -- Although not pertinent to this Committee, Marty Krueger mentioned that health insurance costs will be going up 10%.

    Phil Kinsman, resident of Dellona asked if the County could cut down some diseased pines, which are neighboring his property. They are on County property. Motion by Dippel, second by Montgomery, to have the trees removed and Mr. Kinsman will be contacting Mr. Joe Bollig, a cutter he used on his property, about doing the work. Motion amended by Montgomery, adding that Larry Volz should be the County contact on this and should receive a per diem for his time involved in this and the Dellwood project.
    Carried.

  5. Communications -- A thank you letter was passed around from the Ironton/LaValle Elementary school for the donated baseball/softball backstop.
  6. Business Items
    1. Treasurer's report -- Based on letter sent to Town of Dellona Chair, Corp. Counsel and Planning & Zoning, a resolution was presented to Committee for the County to sell this tax deeded property, Outlot 2 Eagle Addition to Lake Dellona.Motion by Volz, second by Dippel to approve resolution and sell the property.
      Carried.

      Update on the 1' strip of property in Baraboo - Carignan reported that Ann Burton contacted one of the neighboring landowners to find out if they would like to purchase the strip. The Committee suggested selling this strip for $1.00 and Carignan agreed.

      Motion by Montgomery, second by Horenberger to dispose of this piece of property and offer it to the neighboring landowners at the cost of $1.00. Carried. The Treasurer will prepare a resolution to this effect.

      Dellwood properties update -- of the 102 tax deeded letters sent, 84 have paid the 2002 taxes. The given deadline is August 31, 2006.

    2. Obtain current Committee signatures on Courthouse Lawn/Park/West Square Lot Use Policy - done.
    3. Stieve explained the need to upgrade the phone system at the Courthouse and that four bids have been received to contract for the work. A resolution was presented to contract with Technology Solutions Group, Inc. to complete the phone system upgrade at the Courthouse at a cost of $75,579.00 for the base upgrade. It appears that this is the low bid, but this needs to be confirmed. Motion by Montgomery, second by Dippel to go with the base bid of $75,579.00.

  7. Departmental Updates - Risk Management (Carl Gruber)
    1. Monthly Report was given
    2. Review and approval of deductibles - no deductibles for the month of June.
    3. Resolution presented to purchase an emergency services driver training simulator from MPRI, Inc. Gruber presented the cost of the operations, maintenance and estimated usage. Motion by Dippel, second by Horenberger to approve the purchase of the simulator at a cost of $164,000.00.
      Carried.
  8. Departmental Updates - Buildings & Safety (Tim Stieve)
    1. Monthly Report was given.
    2. The report on the 3rd Avenue property - no report this month.
    3. Review and approval of vouchers -- Motion by Montgomery, second by Volz to approve monthly vouchers totalling $151,855.33.
      Carried.

    Other:

    Stieve distributed and discussed all proposed Capital Improvement Projects for the 2007 budget.

    The Sheltered Workshop (VARC) work has begun and Stieve invited Committee to the groundbreaking; it will take place on July 18, 2006, at 8:00 a.m. There will be an agenda.
