  1. Meeting called to order by Hartje at 9:00 a.m. Certification of Compliance with Open Meeting Law was met.
  2. Adopt Agenda: Motion by Volz, second by Dippel to approve agenda.
    Carried.
  3. Adopt draft minutes of July 10, 2006: Motion by Dippel, second by Volz.
    Carried.
  4. Public comment - see business item "b"
  5. Communications - Timber Sale Agreement from Joseph L. Bolling & Sons, Inc. To harvest the deceased pine section in Dellona Township for $45/cord. Motion by Volz, second by Dippel to accept the proposal and clear the area.
    Carried.
  6. Business Items
    1. Treasurer's Report - Ann Burton presented a resolution authorizing the advertisement for sale of outlot 2, Eagle Addition to Lake Dellona, Town of Dellona. Motion by Volz, second by Horenberger to approve Resolution.
      Carried. Update was given on the 1' strip of property in Baraboo - it is on hold now since a branch fell and the insurance company has been called.
    2. Discuss future of County Forest - Hartje reported on what the County currently owns and Steve Koenig verified that County owns 675.93 acres of forest. "Community forest" is technically the term, managed by the Parks Department. Benny Stenner, Chairman for the Town of Spring Green spoke on behalf of the residents asking that if there is to be a proposal to sell some of the forest located in their area, they would appreciate having their citizens' input in the matter. Don Stevens commented that the County has an asset and it should be explored and developed. Volz is in favor of keeping it as green space; Dippel would like to see it stay as is, but to look at the possibilities; Horenberger felt the possibilities should be looked at. Steve Koenig will bring this topic to next week's Park meeting. Steive suggested looking at all County property to see what is actually owned. Motion by Hartje second by Volz to table this item until more information is received.

  7. Departmental Updates - Risk Management (Carl Gruber)
    1. Monthly Report was given
    2. Review and approval of deductibles - Motion by Dippel, second by Horenberger to approve deductibles totaling $3,109.95.
      Carried.
    3. Gruber proposed an Accident Review Committee for the purpose of reviewing accidents and distributed a draft policy for review, which will also go to Highway. This is tabled for next month.

      Other: Gruber asked Committee about not doing department charge offs for 2006 and the Committee agreed to keep the charge offs the same. Carl will let Accounting know.

  8. Departmental Updates - Buildings & Safety (Tim Stieve)
    1. Monthly Report was given.
    2. Report on the 3rd Avenue property was distributed, showing expenses and revenue through June.
    3. Review and approval of vouchers -- Motion by Volz, second by Dippel to approve monthly vouchers totaling $61,992.58.
      Carried.
    4. Distributed and reviewed the draft 2007 budget
    5. The replacement of the Courthouse cornerstone will take place August 17, 2006.

      Other: Stieve is updating the phone system upgrade bid and will be sending it out to the same companies who responded to the initial bid.

      An initial review by engineers shows that it is not economically feasible to interconnect the hot water systems at the LEC, and will get pricing to change out heat exchangers here.

      There was an incident on the Courthouse lawn where an individual was using a metal detector and was tearing the lawn, so a policy will be drafted regarding this.
