The Baraboo Range Commission met in a rescheduled regular session at 8:30 AM., April 27, 2006 at the Sauk County West Square Building in Baraboo, Wisconsin.
Members present: Ashford, Beard, Hartmann, Persche, Steinhorst, Turnquist and Wenzel. Also present: Dave Tremble, Sauk County Planning and Zoning, Linda Bormann, and Audrey Parker.
Chairperson Ashford brought the meeting to order at 8:30 AM., and asked
members to review the meeting agenda. Motion to adopt the agenda as presented
by Steinhorst, second by Hartmann.

Tremble reported that the Wisconsin Dept. Of Natural Resources had sent Grant Agreements for the five Stewardship Grants Sauk County has been approved for covering costs for the Hatz, H. Boettcher, Elliott, Archibald and Farr conservation easements. Tremble reported that Kathy Schauf, Interim County Administrative Coordinator was reviewing the Agreements and would sing them for Sauk County. Tremble reported on the reimbursement amounts for those projects and the balances which Sauk County will cover using the Transaction Clearing Account.
Tremble presented a draft of the 2007 Baraboo Range Protection Program Annual Budget. A few language changes were recommended, especially as the goals refer to the role of the Baraboo Range Commission in any long-term land protection effort.. Tremble will prepare estimates of 2006 and 2007 acquisition costs before submitting Budget to the Planning, Zoning and Land Records Committee.
Tremble reported that Gerd and Ursual Muehllehner had acknowledged receipt of the letter approved by the Commission at the February meeting. He reported that the Muehllehners have ordered shrubs and trees to replace the vegetation removed along their driveway, partly in violation of the conservation easement, and that the Muehlleheners will submit a plan for the replacement of the vegetation.
Tremble reported on his inspection of the B.C. Farr property on April 17. Tremble presented photographs of the new storage building under construction, and discussed the issues identified during the inspection. Tremble reported that although the new building was permitted in concept by the conservation easement, and welcomed by Sauk County to allow the landowner to clean up his property, it had commenced without the required site review and agreement on the specific placement of the building. Subsequently, construction involved a significant amount of excavation into the adjoining hillside to provide room for the building, and fill to level the building site. Commissioners expressed concern over these procedural issues, and recommended a tighter process at the land use permit level. They also recommended the immediate placement of an erosion control barrier to prevent soil erosion into the nearby wetland.
Turnquist moved to convene a closed session, pursuant to s. 19.85 (1)(e):
Deliberating or negotiating the purchase of public properties, the investing
of public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session." For the
purpose of discussing negotiations with private landowners. Second by Persche.

Carried unanimously.
The Commission convened in closed session. Members present for the closed session: Ashford, Beard, Hartmann, Persche, Steinhorst, Turnquist and Wenzel. Also present: Dave Tremble, Sauk County Planning and Zoning.
The Commission returned to open session immediately following the closed session.
The next meeting is tentatively scheduled for Wednesday May 31, 2006.
