The Baraboo Range Commission met in a rescheduled regular session at 8:30 AM., November 29, 2006 at the Sauk County West Square Building in Baraboo, Wisconsin.
Members present: Ashford, Beard, Hartmann, Kowalke, Persche, Statz, Steinhorst, Turnquist and Wenzel. Also present: Dave Tremble, Sauk County Planning and Zoning, Linda Bormann and Audrey Parker.
Chairperson Ashford brought the meeting to order at 8:30 AM., and asked
members to review the meeting agenda. Motion to adopt the agenda as presented
by Beard, second by Statz.
Motion carried.
Ashford asked members to review minutes from the October 25, 2006 meeting.
Motion to adopt these minutes by Hartmann, second by Steinhorst.

Audrey Parker reported that her tape recorder had been inadvertently turned off or paused during the October meeting, resulting in an incomplete recording of the meeting.
There was no staff report.
Tremble reported that the NRCS Extension Agreement did not allow the USDA funding to be transferred to other, non-county entities, such as local conservation organizations. However, the funding could be utilized by other Sauk County government agencies for conservation purposes.
Tremble reported on an email communication he had received from Gerd Muehllehner in response to the Commissions position regarding the Muehllehner's desire to extinguish an existing access easement. Members directed Tremble to obtain an opinion about the legal status of Gerd Muehllehener's adverse possession claim.
Turnquist moved to convene a closed session, pursuant to s.
19.85 (1)(e): "Deliberating or negotiating the purchase of public
properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a
closed session." For the purpose of discussing negotiations with
private landowners. Second by Beard.
Motion Carried unanimously.
The Commission convened in closed session. Members present for the closed session: Ashford, Beard, Hartmann, Kowalke, Persche, Statz, Steinhorst, Turnquist and Wenzel. Also present: Dave Tremble, Sauk County Planning and Zoning.
The Commission returned to open session immediately following the closed session.
Tremble read from a resolution supporting the purchase of development
rights to the Jane and David Stevens property in the Town of Freedom. Motion
to approve the resolution by Beard. Second by Persche.
Motion Carried.
The next meeting is tentatively scheduled for Wednesday January 31, 2007.
Motion to adjourn by Turnquist, second by Persche. Motion Carried. The meeting adjourned at 9:05 a.m.
