Chairman Wiese called the meeting to order at 9:00 a.m. and compliance with the open meetings law was certified.
Motion by Gaalswyck, seconded by Sprecher to adopted the amended agenda.
Motion carried 5-0.
Motion by Gaalswyck, seconded by Ashford to approve the May 9, 2006 meeting
minutes.
Motion carried 5-0.
Mr. Gurney introduced summer interns and briefly explained their duties.
Chairman Wiese stated he had received a letter from the Department of Agriculture, Trade and Consumer Protection commending Sauk County for the excellent job done on the Sauk County Exclusive Agricultural Zoning Ordinance.
Letters received by the Committee regarding the ethanol plant were briefly discussed.
Questions concerning vague language regarding enforcement of the manure handling ordinance were discussed.
Motion by Sprecher, seconded by Gaalswyck to go into closed session with Ms. Kathy Schauf, Interim Administrative Coordinator, pursuant to Wisconsin Stats. 19.85(1)(c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the (governmental) body has jurisdiction or exercises responsibility. Performance evaluation of Planning and Zoning Director.
Committee reconvened to open session.
Mr. Joe Vanberkel, Land Conservation Office, distributed copies of the manure storage ordinance as requested by Gaalswyck.
Mr. Steve Pate, MIS/Mapping Department, appeared. He distributed Form #1 of the 2006 Budget that will be discussed at the next meeting. He also gave a Departmental report.
The next item for discussion was the Moonlight Bay Estates subdivision.
Gurney explained the background of the 8 lot plat. He recommended approval
with conditions as outlined in a letter received from DOT requesting the
recording of an access covenant and that Lot #1 would not be developed
until after the Highway 78 upgrade. Motion by Ashford, seconded by Sprecher
to approve the plat with the two conditions.
Motion carried, 5-0.
Size of lots and provisions for septics were discussed.
Chairman Wiese called the public hearing to order at 9:50 A.M.
Members were introduced and the order for the public hearing given.
The petition for consideration was Petition #11-2006 for approval of a rezone from an Agricultural zoning district to a Single Family Residential zoning district for the purpose of establishing two residential building lots on approximately 3.67 acres. The request is being made by David Guess, landowner. The parcel of land affected by the rezone is located in Section 25, T13N, R5E in the Town of Dellona, Sauk County, Wisconsin.
Mr. Brian Simmert, Planner, gave the staff report and recommendation of approval.
Mr. David Guess, owner/ applicant, appeared and gave a brief explanation of the request. He stated there would be individual driveways and both lots have been soil tested for sanitary systems. Highway 23 upgrade was discussed.
Seeing that no one else wished to speak the Chair closed the public portion of the hearing at 10:00 A.M.
Motion by Lehman, seconded by Sprecher to approve Petition #11-2006.
Motion carried, 5-0.
Mr. Gurney then appeared, gave a brief explanation of the Redstone Ranch
Estates subdivision plat, and recommended approval with no conditions.
Shared driveways for lots 6,7, 8, and 9 were discussed. Motion by Gaalswyck,
seconded by Ashford to approve the plat. The park dedication fee will be
required because there is no dedicated open space on the plat.
Motion carried, 5-0.
Mr. Gurney gave a brief departmental report. He compared number of permits issued with other years. He informed the Committee that there was a meeting scheduled for May 30 with towns regarding clustering. The same session for realtors, surveyors, bankers, etc. will be in mid-June. On June 1, 2006 a meeting is scheduled for municipal grant recipients regarding comprehensive planning grant requirements and process.
Mr. Gurney distributed the Conditional Use Permit Planned Unit Development application form. Discussion followed.
Mr. Gurney informed the Committee that he and Mr. VanBerkel would be attending an ATCP 51 training session in Stevens Point on June 8th, regarding a model livestock siting ordinance.
Mr. Gurney distributed copies of Form #1 for the 2007 Budget Report for the Planning and Zoning Department, Board of Adjustment and Baraboo Range Protection Program. He also stated that the department was involved in a JDQ study that was due to Personnel by May 15, 2006 and was requested by office staff.
The next item for discussion was a rezoning petition by the HoChunk Nation
in the Town of Delton. This was a rezoning from Single Family Residential
to a Commercial District. The purpose was the construction of an American
Legion Post. Motion by Ashford, seconded by Gaalswyck to approve the rezone
to include the airport height restriction and that there would be a noise
acknowledgement by the Legion for the Baraboo Airport.
Motion carried, 5-0.
The Committee then discussed a proposed change to the Town of Delton Zoning
Ordinance for the use of airports and related facilities. Motion by Ashford,
seconded by Gaalswyck to approve the amendments to the Town of Delton Zoning
Ordinance regarding airports and related facilities as requested.
Motion carried, 5-0.
Vouchers for the Planning and Zoning Department were reviewed. Motion
by Lehman, seconded by Sprecher to approve the vouchers in the amount of
$6,963.32.
Motion carried, 5-0.
