Vice Chair Gaalswyck called the meeting to order at 9:00 a.m. and compliance with the open meetings law was certified.
Motion by Sprecher, seconded by Ashford to adopt the agenda.
Motion carried 3-0.
Motion by Sprecher, seconded by Ashford to approve the minutes from the
June 13, 2006 meeting.
Motion carried 3-0.
Mr. Sprecher stated that the Board of Adjustment should possibly be discussed at the next meeting. Guidance and clarification regarding variances needed to be discussed.
Mr. Brent Bailey, Register of Deeds, then appeared. Staff vacations were leaving the department short staffed. Volume of documents was average. He reviewed the credit card payment process.
Mr. Bailey presented his voucher list. Motion by Ashford, seconded by
Sprecher to approve the vouchers in the amount of $81.35.
Motion carried, 3-0.
The Committee reviewed the Register of Deeds, Form #1 for the 2007 budget.
This was the exact version presented earlier. Scanning documents for back-up
was discussed. Motion by Ashford, seconded by Sprecher to approve Form
#1.
Motion carried, 4-0.
Mr. Pat Dederich, County Surveyor, appeared and presented his voucher
list. He had one voucher from Jaquish Surveying in the amount of $2,150.00.
Motion by Sprecher, seconded by Ashford to approve the voucher in that
amount.
Motion carried 4-0.
Vice Chair Gaalswyck then called the public hearing to order.
The petition to be heard today was Petition # 11-2006 to approval a rezone from an Agricultural zoning district to a Recreational-Commercial zoning district for the purpose of establishing a primitive (tent only) campground of not more than 15 units on approximately 5.58 acres. The request is being made by Vernagene Sawyer, landowner and Cheri Hitchcock, agent. The parcel of land affected by the rezone is located in Section 15, T13N, R5E in the Town of Dellona, Sauk County, Wisconsin.
Committee members were introduced, the order of the hearing was given and the notice read.
Mr. Brian Simmert, Planner, gave the staff report and recommendation of approval.
The Committee questioned number of homes on property and a sanitary system versus portable toilets.
Ms. Vernagene Sawyer, Owner, addressed the Committee. She stated that there were several sites available for future septic systems. They would post the wetlands to keep campers out of that area. There was no flooding hazard in the area.
Ms. Cheri Hitchcock registered in favor, but did not wish to speak.
The public portion of the hearing was closed at 9:50 A.M.
Motion by Lehman, seconded by Sprecher to approve the rezone.
Motion carried, 4-0.
Mr. Simmert gave a brief departmental report. Planning and Zoning was working on 10 planned unit applications. Three would be ready for the July meeting. Mr. Sprecher requested updated ordinances for the Board of Adjustment.
The Planning and Zoning Department vouchers were reviewed. Motion by Ashford,
seconded by Sprecher to approve the vouchers in the amount of $1,610.32.
Motion carried, 4-0.
Motion by Ashford, seconded by Sprecher to adjourn.
