Planning, Zoning & Land Records Committee

Committee Members Present: Gaalswyk, Sprecher, Ashford, and Weise.

Committee Member Absent: Lehman

Others Present: Lowell Haugen, Dave Tremble, Mary White, Pat Dederich, Brent Bailey and Jeff Schluter.

Vice Chairman Gaalswyck called the meeting to order at 9:00 a.m. and compliance with the open meetings law was noted.

Motion by Sprecher, seconded by Ashford to adopt the agenda.
Motion carried 3-0.

Motion by Ashford, seconded by Sprecher to approve the minutes from the July 11, 2006 meeting with the correction of the spelling of Jon Peterson’s name.
Motion carried 3-0.

Business items:

There was no report for the Mapping Department.

Mr. Brent Bailey, Register of Deeds, appeared and gave a brief report. Retention schedules were discussed. He then presented his voucher list. Motion by Gaalswyck, seconded by Sprecher to approve the vouchers in the amount of $576.51.
Motion carried 3-0.

Mr. Dave Tremble, Planner, then appeared. There was no monthly report for the Planning and Zoning Department.

The next item was discussion and action on the application for a conditional use permit to create a 4.0 acre residential lot in Section 26, T12N, R4E, Town of Reedsburg, Sauk County by Edward and Barbara Brooks in accordance with the farm consolidation provisions contained in Section 7.05B(2)(c) of the Sauk County Code of Ordinances.

Mr. Tremble gave the staff report and background information. The Committee read and answered the question in Section III: Conditional use permit standards. Findings of fact and conditions were reviewed. Motion by Gaalswyk, seconded by Ashford to approve the Conditional Use Permit.
Motion carried 4-0.

The Committee then reviewed the vouchers for the Planning and Zoning Department in the amount of $2,207.48. Motion by Sprecher, seconded by Gaalswyck to approve the vouchers.
Motion carried 4-0.

The County Surveyor, Pat Dederich, then appeared and presented his vouchers. Monumentation was discussed. Motion by Sprecher, seconded by Ashford, to approve the vouchers in the amount of $2,300.00.
Motion carried, 4-0.

PUBLIC HEARING

Chairman Weise called the hearing to order at 9:30 A.M.

The petition for review was Petition # 13-2006 - A petition for approval of a rezone from an Recreational-Commercial zoning district to a Single-Family Residential zoning district for the purpose of establishing residential subdivision on approximately 56 acres of land. The request is being made by James Hutchison, landowner and Jeff Schluter, agent. The parcel of land affected by the rezone is located in Section 33, T13N, R4E in the Town of Winfield, Sauk County, Wisconsin.

Mr. Tremble gave a brief history and staff report. Staff recommendation was given as approval. The Committee had no questions.

Mr. Jeff Schluter, agent for the owner, appeared. He explained that he will be purchasing the property and that it was in a conservatory state at this time. He was proposing a community well and septic system for the development.

Seeing that no one else wished to speak, Chairman Weise closed the public portion of the hearing. Motion by Ashford, seconded by Gaalswyck to approve the rezoning request as presented.
Motion carried, 4-0.

Motion by Ashford, seconded by Sprecher to adjourn.
Motion carried, 4-0.
