Chairman Wiese called the meeting to order at 9:00 a.m. and compliance with the open meetings law was noted.
Motion by Ashford, seconded by Gaalswyck to adopt the agenda.
Motion carried 3-0.
Motion by Gaalsywk, seconded by Ashford to approve the minutes from the
October 24, 2006 and November 13, 2006 meeting, with typographical corrections
as noted.
Motion carried 3-0.
Mr. Sprecher joined the Committee at 9:05a.m.
Mr. Dave Lenz appeared regarding a proposal to develop land in the Town of Winfield by Secluded Land Company, Mr, Jack Akers, Agent. This proposal was denied at the October 24, 2006 public hearing. Mr. Akers was proposing to subdivide property into 12 lots. Mr. Lenz was concerned that the property would now be divided into 5 lots and would not require Committee approval. He stated that the Committee should follow through to be sure this property is protected. He presented copies of articles regarding the protection of farms and rural issues.
Mr. Lance Gurney, Planning and Zoning Director, addressed the Committee. He responded that a property owners' "bundle of rights", the right to enjoy nature, resources and economic benefit from their property, needed to be protected. What Mr. Lenz was requesting was to remove the economic benefit from the property which would require compensation. Mr. Gurney stated that Sauk County is a leader in the state in protecting family farms and preserving agricultural land. He urged Mr. Lenz to support the PDR program, statewide. He stated he had only denied a few CSMs and that was for such things as wetlands, floodways, etc.

Mr. Pat Dederich, County Surveyor, then appeared. He presented two invoices
for approval. Motion by Sprecher, seconded by Ashford to approve the payment
of vouchers in the amount of $1,100.00.

Mr. Lehman joined the Committee at 9:27 A.M.
Mr. Gurney then addressed the Committee regarding the Highway 12 project. He explained the realignment of Pit Road and Highway 12 and Highway 33. Round-abouts and the Highway 12 and Highway PF intersection were also reviewed.
The next item for discussion was a request to reduce the access requirements
from 66 feet to 40 feet on property owned by Andrew Schyvinch in the Town
of Dellona. Mr. Reggie Jaquish appeared and explained the reason for the
request. This was an existing private driveway. Mr. Gurney indicated the
easement needs to be a "non-exclusive easement." Motion by Lehman, seconded
by Gaalswyck to approve the easement of 40 feet.
Motion carried, 5-0.
Mr. Bob DeMars then appeared with a request to reduce the access requirements from 66 feet to 15 feet on property he owns in the Town of Baraboo. Mr. Gurney explained the request and stated this width had only been approved in the past for agricultural access. A 40 foot easement does not need to be cleared to that width. Motion by Sprecher, seconded by Gaalswyck to permit an easement of the same width as the narrowest point the road goes through. The owner will have this width verified by Pat Dederich.
A conditional use permit for a farm consolidation for property owned by
William Kulow and Kenneth Heiser was then reviewed. Mr. Heiser appeared
in favor. Mr. Gurney gave the general information as well as background
information and Findings of Fact. He noted that the 40 foot easement shown
on the map needed to be 66 feet. Mr. Heiser explained this was a way to
ease a small farm operation into the town. The Conditional Use Permit Standard
question was read and answered with the Committee answering in the affirmative.
Motion by Ashford, seconded by Lehman to approve the Farm Consolidation
Conditional Use Permit for Heiser/Kulow.
Motion carried, 5-0.
The request for creating a 5 acre PUD lot was then discussed. Mr. Gurney
gave the general information. Mr. Prem, Town of Franklin Chair, explained
the density policy for the Town of Franklin. The Findings of Fact were
reviewed and Conditions were explained. The Conditional Use Permit Standards
were read and answered by the Committee. Motion by Gaalswyck, seconded
by Sprecher to approve the PUD for the Heiser/Kulow property.
Motion carried, 5-0.
The Farm Consolidation conditional use permit for Larry and Karen Davis
was then reviewed. Mr. Gurney gave the general information and background
information along with the Findings of Fact. The Conditional Use Permit
Standard question was read and answered. Motion by Ashford, seconded by
Lehman to approve the farm consolidation.

The Cluster Development Conditional Use Permit was then reviewed. The
general information and background was reviewed. The Findings of Fact were
read. The Conditional Use Permit Standards were read and answered by the
Committee. Motion by Ashford, seconded by Sprecher to approve the PUD plan
for Davis.
Motion carried, 5-0.
A PUD Conditional Use Permit for the Accola Family Farms, LLC., was next
to be reviewed. Mr. Leslie Howard Accola appeared in favor. Mr. Gurney
gave the general and background information. Findings of Fact were reviewed.
Conditions were given. The Conditional Use Permit Standards were read and
answered. Motion by Gaalswyck, seconded by Lehman to approve the Cluster
Development Permit for Accola Family Farms.
Motion carried, 5-0.
The next item was a Conditional User Permit request by Darrell Ott. Mr.
Ott appeared in favor. Mr. Gurney gave the general and background information
and the Findings of Fact were reviewed. Conditions were reviewed and the
Conditional Use Permit Standards were read and answered. Motion by Sprecher,
seconded by Gaalswyck to approve the Cluster Development for Darrell Ott.
Motion carried, 5-0.
The Committee then review the monthly vouchers for the Planning and Zoning
Department. Motion by Sprecher, seconded by Ashford to approve the vouchers
in the amount of $3,297.13.
