Members Present: M. Krueger, J. Ashford, D. Stevens, W. Wenzel, and J. Fordham.
Others Present: K. Schauf, T. Liebman, B. Mielke, Ona Garvin (Ho-Chunk Nation Legislature), Attorney Michael S. Rogowski (Whyte Hirschboeck Dudek/Ho-Chunk Legal Counsel), and L. Volz.
Chair Krueger called the meeting to order at 5:30 P.M. and noted compliance with the Open Meeting Law.
Motion by Fordham, seconded by Ashford to approve the agenda for today's
meeting, as mailed.
Motion carried.
Corporation Counsel Liebman distributed a resolution and reviewed same
with Committee members, entitled, "Declaring Sauk County's Support
of a Moratorium on Establishing Off Reservation Casino Gambling in Beloit,
Wisconsin"; Liebman noted a slight change in the last sentence of
the "Now Therefore Be It Resolved" paragraph of the resolution
and indicated it does not alter the original intent of the resolution.
Representatives from the Ho-Chunk nation were agreeable to the manner in
which the resolution was drafted and expressed their appreciation to the
County for considering this resolution. Discussion followed with Supervisor
Fordham pointing out the resolution calls for adoption of a moriatorium
on the creation of new off reservation gambling casinos until Federal regulations
are adopted and does not indicate a particular County position on the matter.
Motion by Fordham, seconded by Stevens to approve forwarding the resolution
to the County Board at the May 15, 2007 meeting for consideration
