Personnel Committee Chairman Meister called the meeting to order at 8:15 a.m. Certification that the open meeting requirement was met. Motion by Tollaksen, second by Fordham to adopt the agenda. Motion carried. Motion by Tollaksen, second by Wenzel to nominate Meister to act as Chair. Motion carried unanimously.

2008 Budget Process - Consideration of new position and reclassification requests.

Commission on Aging:

Reclassify Account Assistant to Older American's Act Program Lead Worker. Motion by Alexander, second by Tollaksen to approve reclassification from Account Assistant to Older American's Act Program Lead Worker.

Reclassify Program Specialist to Deputy Director. Tim Stieve explained that the County's ordinance requires a deputy emergency management director. Motion by Tollaksen, second by Netzinger to approve the reclassification of Program Support Specialist to Deputy Director.

Steve Pate explained that the number of servers and systems for which this position is responsible has expanded greatly from when the position was created. Clerk of Courts:

New Deputy Clerk of Courts. Tim Meister excused himself from the room, and Tollaksen took over the meeting in his absence. Vicki Meister spoke about the changes they are making within the office to make things more up-to-date technologically. This position would staff the document center and keep scanning of documents current.

Motion by Stoeckmann, second by Netzinger to approve the new Deputy Clerk of Courts.

Commission on Aging:

New Aging and Disability Specialist Leadworker, new Nutrition and Prevention Specialist, new Disability Benefit Specialist, and two new Aging and Disability Specialists. Trish Vandre spoke about the Aging and Disability Resource Center. These positions will be funded by outside dollars, not tax levy. Motion by Tollaksen, second by Fordham to approve the positions requested by the Commission on Aging.

Human Services:

Four new Nurse Case Managers, Reclassify Social Worker to Children's Program Supervisor, Reclassify Social Worker to Social Work Supervisor Long Term Support, New Social Worker, New Nurse Supervisor. Dan Brattset discussed the new positions being requested related to implementation of Family Care. All positions will be solely funded by the revenue generated by the programs or grants leaving no levy impact. Motion by Alexander, second by Stoeckmann to approve the new positions and reclassifications being requested by Human Services.

Sheriff's Department:

Motion by Tollaksen, second by Wenzel to approve twelve Jailors, one Assistant Jail Administrator, one Clerk, and a 0.5 full-time equivalent Nurse. Motion by Stoeckmann, second by Kriegl to amend such that a staffing (position control) analysis of the Sheriff's Department be completed and implemented before the empty unit (pod A) of the Sauk County jail is opened. This analysis should be conducted by a consultant experienced in staffing a 24-hour a day, 365-day a year operation. This analysis could be part of a larger operational study of the Sauk County Sheriff's Department. Stoeckmann expressed concern that part-time positions would better cover shift relief for vacations, sick time, etc., and that this is large department that has too much overtime. Captain Hafemann described that the fixed post staffing was developed based on a formula developed by the National Institute of Corrections. Hafemann expanded that part-time positions could be used, but the same number of staff hours are needed for coverage. Krueger emphasized the attempts to compromise on the staffing with project positions.

Amendment to do to staffing analysis prior to opening unit A:

Motion by Kriegl, second by Tollaksen to amend the motion that if the empty unit (pod A) of the Sauk County jail is opened: -All staff hired, including the assistant jail administrator, be hired as project employees. -That on or before the 18 month anniversary of opening pod A, the county board directly votes at a regular county board meeting about whether to continue or cease the operation of pod A. -That all income and expenses resulting from the operation of pod A be accounted for separately from all other activities. The income and expenses resulting from operating pod A must include those occurring in other county departments including, but not limited to Building Services, Personnel, Human Services, Clerk of Courts, etc.
