Chair Alexander called the meeting to order and certified compliance with the Open Meeting Law.

Motion by Dippel, seconded by Endres to adopt the agenda.
Motion Carried.

Motion by Endres, seconded by Bowers to approve minutes of the previous meeting. Per discussion, the following correction needs to be made. Under Department Updates, Item C. Oversight Committee should be changed to Board of Trustees.

Business Items:

  1. Review and Approval of Monthly Vouchers: Horkan distributed the monthly voucher report. Endres noted that salary and benefits were up due to one retirement, contracted labor was up due to an increase in psychiatric contracted services. Community Living and Support was down due to a decrease in adaptive aids. Community Residential was up due to shelter care costs being higher this month. Community Treatment was down due to in April of 2007 there were two months for the Autism bill and 50% of the CESA bill was paid. Institutional line was up due to two months of Winnebago/Mendota being billed. Income Maintenance was down due to a decrease in funerals. Motion by Endres, seconded by Fordham to approve vouchers in the amount of $1,974,241.09. Motion Carried. Discussion: Bowers indicated that the Institution line appeared to be significantly over budget. Horkan described the process of prospective payments for those greater than 65 and how we get back pay from the state due to prolonged Medicare payments.
  2. Recommend Appointment of Reona M. Holmes to Families Come First Coordinating Committee: Orth requested a motion to appoint Reona M. Holmes to the Families Come First Coordinating Committee. Motion by Fordham, seconded by Bowers to appoint Reona M. Holmes to the Families Come First Coordinating Committee. Motion Carried.
  3. Long Term Care Redesign-Care Management Planning Direction Recommendations: Orth referenced recommendations made previously to operate Sauk County Department of Human Services Care Management with the Southwest Coalition. This would also include maintaining ties with the Family Partnership Coalition. Orth will update the Human Services Board as more information becomes available. Motion by Dippel, seconded by Bowers to accept the Southwest Coalition for Sauk County Department of Human Services Long Term Care Management with continued relationships with the Family Partnership Coalition. Motion Carried.
  4. 2008 New Position Requests: Orth reviewed position requests and written authorizations for Nursing Supervisor, Social Worker (These are project positions being made into full time regular due to programs being sustained), Supervisor-Adult Long Term Support, Supervisor-Children's Long Term Support (these positions are changed from lead worker to supervisor and will take effect when Long Term Care Management Redesign occurs), four (4) Nurse Care Manager - Long Term Support Program positions (these positions are to be filled when Long Term Care Redesign is implemented). Motion by Fordham, seconded by Bowers to approve the positions as requested above and in written form, effective when Long Term Care is implemented. Motion Carried.

Department Updates:

  1. Long Term Care Redesign: Orth reported that the County contribution to Long Term Care programs will be based on the initial 2005 Long Term Care levy contribution and that subsequent to that the state has agreed to a 22% by out of Community Aids after this first year as contribution to ongoing Long Term Care Redesign. (Please refer to attached Memo Diane Waller, dated 5/24/07). Orth noted that these changes are currently being reviewed for acceptance by the legislature. Orth further reviewed that the Long Term Care Counsel duties will be reassigned to the Regional Long Term Care Council as the legislation is drafted pertaining to Long Term Care and ADRC management. There will be discussions regarding Regional ADRC and Care Management Organization interfaces.
  2. Form 1 Revisions: Orth noted some minor changes to Form 1 to include on Page 2, Short Term Goals where Economic Support numbers are highlighted and where Long Term Goals, the added goal of Additional Prevention Programs were added. In addition on Page 3, Capital Outlay remodeling of the Reedsburg Office for Long Term Care Management staff (nurses).
  3. SCAN Update: Brattset reported that SCAN is nearing the completion of the school year. There have been increased efforts over the past year to increase collaboration between CESA, Human Services and the Schools. There have been additional mental health support provided by Human Services via contracted psychologist, Donna Rifken and this has been favorable throughout the past year. There have been ongoing discussions on how this can continue and specific format for the next school year. CESA staff are also attending the Sauk County Department of Human Services work group focusing on mental health and young children. Orth added that there have been some CESA staff changes which has facilitated positive changes at SCAN as well.
  4. Continuum of Care Committee: Orth noted that there will be a joint meeting of the Continuum of Care Committee and Board of Trustees on June 12 with discussion including potential site size and Continuum of Care options for the Health Care Center. Fordham noted that there will be a request to discuss resolutions to the full County Board, likely to occur in July 2007.
  5. Job Center-Workforce Development Board Funding: Orth updated the Board that there have been some major changes in Job Center funding. Sauk County continues to be the comprehensive center with Columbia and Marquette counties acting as satellites. Now there is a noted decrease in funding and staffing patterns are reduced effective in July of 2007. There is an impact on four positions total throughout these counties and Sauk County will continue to remain as the Comprehensive Center with there being available staff by appointment and rotating basis in Columbia and Marquette counties. As this shift occurs with W-2 being a reduction in participants, Job Centers are increasing their target population of returning workers and retooling career options for returning workers.
  6. Psychiatric Services: Orth noted that the Sauk County Department of Human Services has a full complement of contracted psychiatrists to include: Dr. Linda DiRaimondo, assigned to CSP; Dr. Clem Schmidt, assigned to CSP and Outpatient Clinic duties; Dr. Lauren Bern, Child Psychiatrist and Dr. Chris Nevers, General Psychiatrist, Outpatient services. Orth noted that it has enhanced services to have a full compliment of psychiatrists now available.

Closed Session: At 6:00 p.m., motion by Fordham, seconded by Bowers to go into Closed Session. Motion Carried. At 6:10 p.m., motion by Fordham, seconded by Bowers to reconvene to Open Session. Roll call vote was made with the following response: Alexander, aye; Dippel, aye; Bowers, aye; Fordham, aye; Endres, aye; Horenberger, aye.

The next meeting of the Sauk County Human Services Board is scheduled for Monday, July 9, 2007.
