Secretary, Alternative Chair, Stoeckmann, called the meeting to order and certified compliance with the Open Meeting Law.

Motion by Dippel, seconded by Bowers to adopt the agenda.
Motion Carried.

Motion by Bowers, seconded by Fordham to approve minutes of the previous meeting. Per unanimous consensus, the following correction needs to be made to the minutes of the previous meeting. Page 2, Item D, "Regarding Potential Site and Size". Also, Page 2 Closes Session add "At 6:00 p.m. Motion by Fordham, seconded by Bowers to go into Closed Session for the purposes of personnel evaluation". Motion Carried.

Business Items:

  1. Review and Approval of Monthly Vouchers: Horkan distributed the monthly voucher report and noted contracted labor was up due to full staff contracts in psychiatry. Community Living and Support was up because May 2007 had 31 days as opposed to less days in other months. This was also a factor for VARC and home services being a daily rate service. Community Residential CBRF, AODA costs were down and the number of treatment foster care placements were ended this month. The Institutional line was only one month billing period, being at average. Energy Assistance was down due to the summer weather. Motion by Dippel, seconded by Vertein to approve vouchers in the amount of $1,837,546.61.

  2. State/County Contract Addendum-Education & Training Vouchers: Horkan presented the Education & Training State/County Contract Addendum for a total of $815.00 increase for supplies, tuition for Education & Training Vouchers for youth in independent living. Motion by Fordman, seconded by Bowers to approve.
    Motion Carried.
  3. CASA 2007 Funding Request: Orth spoke about previous requests for CASA for $5,000.00 to continue CASA services. Motion by Fordham, seconded by Bowers to approve $5,000.00 for 2007 for general operational costs for CASA. These costs are identical to Columbia County who is also contributing $5,000.00.

  4. LaCrosse Lakeview Nursing Home Collaboration: Orth spoke about LaCrosse Lakeview Nursing Home collaboration. There is a one time $5,000.00 entry payment which can be part of the Long Term Care Redesign dollars. The 2008 budget will include $40.00 per day/per client. If we do not do this at this time, we will have to move those clients, thus possibly incurring higher cost. Motion by Horenberger, seconded by Dippel to approve LaCrosse Lakeview Nursing Home Collaboration involvement for Sauk County Department of Human Services which would include a $5,000.00 one time payment. Discussion. Stoeckmann indicated that it is important that assessments are being done on clients which could possibly bring some back to Sauk County once the Sauk County Nursing Home is built. Orth noted that we have several others throughout the state that are currently being assessed, but that there will still be a need for more secure units.

Department Updates:

  1. Long Term Care Redesign: Orth spoke briefly about Long Term Care Redesign and reviewed a handout in the packet on the Southwest and Family Partnership Coalition. Both the Southwest and Family Partnership Coalitions have agreed to Sauk County Department of Human Services having relationships as previously described with primary membership in the Southwest partnership. Orth noted that ADRC development continues progress with meetings within the Human Services Department taking place in the near future regarding discussions of staffing in Access and Economic Support areas. There are still some discussions that the coalitions are having with the state regarding Economic Support staff and concerns about specific amounts. WCHSA will also take a position on the issue encouraging the state to better evaluate Economic Support staff budgets.
  2. 2008 Budget: Orth noted that 2008 budget meetings with Human Services Managers will occur in the next month. Orth stated that in general there is a significant increase in cost in alternative care and institutional placements, which continue to be an issue. The proposed budget will be reviewed with the Human Services Board at the August 2007 meeting. The Personnel changes for Long Term Care Redesign and project positions in Personal Care have been approved by the Personnel Committee at their previous month meeting.
  3. Space Needs: Orth noted there will be a pilot for "work at home" potential with managers participating in working as much as possible from home. Orth noted that Coppernoll already does this often from home and additional managers of Grinder, Hebel, and Green will also pilot some home work. With Long Term Care Redesign there will be needs for increased space for nurses with discussions for the potential of work spaces and movable walls which will create more work space. More options may be available if the nursing home can accommodate them. These issues will be discussed further as more information is forthcoming.
  4. Ho-Chunk, Sauk County Department of Human Services Memorandum of Understanding: Orth spoke about the MOU between Ho-Chunk Nation and Sauk County Department of Human Services. Overall, the process has gone quite well. Brattset will present the MOU at the annual State Tribal Conference on August 1, 2007 in Hayward, Wisconsin. There will be continued training for the Ho-Chunk and Sauk County Department of Human Services staff on aspects of the MOU commencing this fall. There will be a formal signing of the MOU on July 27, 2007 at the Ho-Chunk Wellness Center.

The next meeting of the Sauk County Human Services Board is scheduled for Monday, August 6, 2007 at 1:30 p.m., Room 213.
