Meeting called to order by Chair Wiese at 9:02 a.m. It was certified that the requirements of the open meeting law have been met. Present were Zowin, Lehman, Wiese, Cassity, and Prem from the Committee; Van Berkel and Pohle-LCD. Borleske was absent.

Adopt agenda:

Motion by Cassity/Zowin to adopt the amended agenda.
Motion carried, all in favor.

Adopt minutes of previous meeting:

Motion by Cassity/Zowin to adopt the minutes of the regular LCC meeting on December 14.
Motion carried, all in favor.

Reports:

Van Berkel reviewed the LCC Monthly Report’s final outcome measures for 2006. There was discussion on some of the surveys that have not been completed. Relating to the farmer survey, suggestions were to: call farmers directly; at county fair give a prize for filling out the survey; possibly have 4-Her’s go around and survey farmers; and query farmers at the Dairy Breakfast and any other training events (pesticide license training).

Pohle distributed the Dairy Expansion Planning Workshop flyer and updated the LCC on the workshop being held in February in cooperation with UW-Extension.

Pohle reported that 200 phenology calendars were distributed and that many were given to schools to use in their classrooms. The LCC also received calendars and discussed phenological events.

Training events:

Motion by Zowin/Cassity to approve the list of training events.
Motion carried, all in favor.

Review and approval of vouchers:

Voucher summaries were distributed to the Committee members. Motion by Cassity/Zowin to approve 2006 and 2007 bills for a total amount of $32,547.80.

Update on LWRM Plan and survey results:

The LCC discussed the survey and came to a consensus on a priority for each item. A summary of the surveys received from the public to date was also reviewed. Distribution of the survey was done through the Conservation Chronicle newsletter, news releases, Farmland Preservation meetings, etc. The survey is also available through the county web site.

Consideration of resolution entitled Support State Budget Funding for Mirror Lake Sedimentation Trap Project:

Zowin noted the construction of the proposed sediment trap project for Mirror Lake will be very expensive. The Lake Management District has established a special assessment for the residents around the lake but cannot assess the park lands. The proposal would fund the state share of costs through a special line item in the Governer’s Budget. It is likely that the Town of Delton, Town of Dellona, and Village of Lake Delton will support the request for funding. The DNR and U.S. Fish and Wildlife Service have reviewed the proposed basin and agree that the site proposed will be more feasible, cause less environmental damage and improve water quality. Motion by Cassity/Lehman to pass the resolution in support of state funding through the budget for the Mirror Lake Sediment Trap Project.

Review and approval of Farmland Preservation Agreements-Gordon & Jean Stittleburg, Raymond Dederich, Sharon Dederich:

Van Berkel noted that all of the applicants have been in the program previously, and they are all new ten-year agreements. Motion by Lehman/Prem to approve Farmland Preservation ten-year agreements for Gordon and Jean Stittleburg, Raymond Dederich, and Sharon Dederich. Motion carried, all in favor
