Law Enforcement Committee

The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, March 13, 2007, in room D102A-Community Room, 1300 Lange Court, Baraboo, Wisconsin.

The meeting was properly posted and all interested parties were notified.

  1. Call To Order and Certification of Open Meeting Law : The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:39 AM.
  2. Agenda : Motion by Montgomery, seconded by Tollaksen, to adopt the agenda as written and mailed.
    Motion carried.
  3. Approve Minutes of Previous Meeting(s): Motion by Tollaksen, seconded by Sinklair, to approve the minutes of the regular Law Enforcement Committee meeting held on February 13, 2007, and the minutes of the special meeting held on February 22, 2007.
    Motion carried.
  4. Communications :

    The only communication to report was an e-mail from Barbara Miller at the Wisconsin Department of Justice thanking Sheriff Stammen and Deputy Harold Weinke for being instructors in a training class for newly elected sheriffs.

  5. Public Comment : There were no public comments.
  6. Appearances :
    1. Sauk County Animal Shelter Operations Update

      The Shelter update was presented by Shelter Director, Wendy Schneider. She reported there were 48 dogs taken into the shelter in February and 44 dogs were adopted. Forty-two cats came in and 50 ca ts were adopted. The Animal Control Officer Justin Huelsemann handled 40 calls and there were 14 bite cases reported.

      The dog walk fund raising event will be held on May 5th in lower Oschner’s Park and Attridge Park.

  7. Review and Approval of February, 2007, Bills for Coroner and Sheriff’s Department:

    Coroner Hinze reported February , 2007, expenses in the amount of $5,602.78. A considerable portion of the expenses were for body work to repair hail damage to the Coroner’s vehicle from 2006. The county’s insurance will reimburse the cost of the work.

    Motion by Tollaksen, seconded by Montgomery, to approve payment of the February, 2007, bills for the Coroner in the amount of $5,602.78.
    Motion carried.

    Motion by Tollaksen, seconded by Montgomery, to approve payment of the Sheriff’s Department’s February, 2007, expanses in the amount of $91,032.05.
    Motion carried.

  8. Authorization for Sheriff and Chief Deputy to Authorize Training Not in Excess of 300 Miles from Baraboo Within the Guidelines of Budget Allocation and Relevance to Job Performance : Rule VII (F) of the Sauk County Rules of the Board requires any county officer or employee to have permission from their oversight committee, the Finance Committee and the Personnel Committee in order to attend training at a location more than 300 miles from Baraboo.

    Sauk County Financial Policy 2-97 requires the oversight committee to authorize all other training for officers or employees under their purview or to delegate by formal motion, evidenced by committee minutes, that the authority has been delegated to department heads.

    Motion by Montgomery, seconded by Tollaksen, to delegate to the Sheriff and the Chief Deputy the authority to authorize training for employees within the guidelines of budget allocations and relevance to job performance.
    Motion carried.

  9. Authorization to Send Replacement Dog Handler and Canine to Training in Denver, Indiana : Deputy Tyler Stephens who was one of the two canine officers has left employment with Sauk County. The canine, Sjors, will need a new handler and both the dog and the new handler will need to attend five weeks of training. A replacement handler is being sought.

    This request has already been approved the by Finance Committee and the Personnel Committee.

    Motion by Tollaksen, seconded by Montgomery, to authorize the canine and the handler to attend training in Denver, Indiana, for five weeks.
    Motion carried.

  10. Review of Bids for 2007 Transport Van and Resolution to Purchase 2007 Transport Van : Chief Deputy Meister sent out nine requests for van bids and received three responses. The bids were opened.

    Baraboo Motors of Baraboo Wisconsin, bid a 2007 Dodge Caravan for $18,950 after trade of a 1999 Dodge Caravan.

    Ballweg Chevrolet of Sauk City, Wisconsin, bid a 2007 Chevrolet Uplander for $19,200 and a trade allowance of $500, for a final cost of $18,700.

    Koenecke Ford of Reedsburg, Wisconsin, sent a bid for a 2007 Ford Freestar for $16,015. The Freestar is no longer being manufactured and their bid was based on the possibility of finding a Freestar and being able to deliver on the bid.

    Motion by Montgomery to accept the bid of Baraboo Motors because if the excellent service the Dodge Caravans have given combined with low maintenance costs, seconded by Wheeler. Motion was called and it did not pass.

    Motion by Tollaksen, seconded by Montgomery, that he county accept the bid of Ballweg Chevrolet for a 2007 Uplander for an after trade price of $18,700, provided the prisoner cage from the 1999 Caravan that’s being traded in will fit in the Uplander; and further moved that if the equipment won’t fit the Chevrolet then the committee will authorize the acceptance of the bid of Baraboo Motors for the 2007 Dodge Caravan; and to take the resolution to the Sauk County Board of Supervisor at the March, 2007, meeting. Motion carried.

  11. Consideration of Increase in Civil Process Mileage Fees and Possible Resolution to Increase Fees from 35 Cents Per Mile to 44 Cents Per Mile : The last time the mileage fee for Civil Process paper service was increased was in 2003, which it was set at 35 cents per mile. The County is now reimbursing employees at the rate of 44 cents per mile.

    Motion by Tollaksen, seconded by Montgomery, to approve the Resolution Authorization to Increase Civil Process Mileage Fees by the Sauk County Sheriff Effective April 1, 2007, and to take the resolution to the Sauk County Board of Supervisors at the March 20, 2007, meeting.
    Motion carried.

  12. Approval of 2007 Mission Statement for Sauk County Sheriff’s Office : The mission statement for the Sheriff’s Office hasn’t changed in several years.

    Motion by Montgomery, seconded by Tollaksen, to approve the mission statement without change.
    Motion carried.

  13. Discussion of A Pod Opening : Facts and figures were reviewed regarding opening costs and revenue projections, as well as the time table for presentation of a resolution to the Sauk County Board of Supervisors for opening A Pod.
  14. Sheriff’s Report :
    1. Jail Report

      There were 300 inmate days for electronic monitoring in February. Fourteen inmates were involved in the program. Collections were $5,100 and expenditures for lease of equipment was $1,617 .

      The committee was given a copy of the printout of the offenses for which people were booked into the Jail in February.

      February charges for holding Dane County inmates was $80,516 and medical expenses billed were $163.83.

    2. Communication Center

      The committee received a report generated by the Communication Center Supervisor showing a break down of the calls for service for the month of February, 2007.

    3. Field Services Report

      There have been no traffic fatalities since the one on February 9th. Thus far in 2007 there has been only one traffic fatality.

      The committee was given a copy of the 2006 Highway Safety Grant report showing citations, hours worked, and written warning statistics.

    4. Administration Report

      There were no Triple III reports of employee injuries in February nor any reports of damage to county property.

      There were 50. 5 hours of supervisory overtime in February ; 16 for working highway safety grants, 12 hours to prevent order in of union employee, 3.5 for team call-out or training and 19 hours for training and oversight on the simulator.

      There were 131 transports in February, bringing the year-to-date total to 243 .

      The Highway Department helped out a great deal during the snow storm by lending the deputies vehicles to get around in.

      The Wisconsin Department of Natural Resources did an audit of the water patrol report for 2006. A total of $19,021 was awarded to the county in reimbursements. Twenty citations were written for boating violations and 409 hours of patrol were done on the various lakes in Sauk County.

  15. Annual Inspection of the Jail by the Committee :

    Motion by Tollaksen, seconded by Sinklair, to temporarily adjourn the meeting so the committee could do the annual inspection of the jail and eat a meal identical to the one being served to the inmates on this date. Lunch was eaten in A Pod. The committee toured the jail and Huber Center.

  16. Adjourn to Date Specified : The next meeting of the Law Enforcement Committee was set for Tuesday, April 10, 2007, at the Law Enforcement Center.

    Motion by Sinklair, seconded by Wheeler, to adjourn the meeting.
