The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, July 10, 2007, in room D102A-Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

1. Call To Order and Certification of Open Meeting Law : The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:30 AM.
2. Agenda : Wheeler noted that approval of Form 1 for the Sheriff's Department and the Coroner wasn't on the agenda. She was informed that they had been completed and turned in to County Coordinator Schauf and she had accepted them. She requested they be brought back to the committee for discussion at the August meeting.
Motion by Tollaksen, seconded by Sinklair, to adopt the agenda. Motion carried.
3 . Approve Minutes of Previous Meeting(s) : Motion by Sinklair, seconded by Tollaksen, to approve the minutes of the regular Law Enforcement Committee meeting held on June 12, 2007, and the special meeting, held on June 19, 2007. Motion carried.
4. Communications :
The Sheriff had no communications to report.
Wheeler had a copy of an e-mail that had been circulated to County Board Supervisors concerning the visiting hours and visitation rules at the Sauk County Jail, and alleging that visitation privileges had been restricted severely. Wheeler was informed that the Sheriff had already responded in writing to the complaint and each supervisor was given a copy of the original e-mail and the actual facts of the issue. That letter was placed in each supervisors' mailbox in the West Square Building the previous week.
5. Public Comment : There was no public comment.
6. Appearances :
a) Sauk County Animal Shelter Operations Update
The Shelter report was given by Shelter Director Wendy Schneider. The past month several dogs were taken to the shelter after a search warrant on a Town of LaValle residence. The cat population continues to be a problem.
Schneider reported that the Sauk County Humane Society was given a considerable donation by the estate of the late Jean Diehm. The interest on the trust will help to offset the operating expenses of the Shelter in the amount of approximately $11,000 annually.
The 2008 draft budget for the Shelter was presented and each line item was gone over and explained. The 2008 budget request for the Shelter will be put on the agenda for the August, 2007, meeting.
7. Review and Approval of June, 2007, Bills for Coroner and Sheriff's Department :
Motion by Tollaksen, seconded by Wheeler, to approve payment of the June, 2007, expenses for the Coroner in the amount of $802.15. Moti on carried.
Sauk County Coroner Betty Hinze reported the resignation of Mike Young as Deputy Coroner. He's held the position for 10 years and has done an excellent job but wishes to have more family time. Hinze reported not having had a day off without carrying a pager since early April. She has two new Deputy Coroners, Mary Shields from the Cazenovia area, and Luetta Forbes-Miller who will be available after her retirement as a detective for the Sauk County Sheriff's Department.
Motion by Tollaksen, seconded by Sinklair, to authorize payment of the Sheriff's Department's June, 2007, expenses in the amount of $113,397.21. Motion carried.
8. Sheriff's Report :
a) Jail Report
Security Captain Hafemann reported that the electronic monitors vendor has been unsatisfactory of late. Some of the equipment has been broken and isn't fixed in a timely manner. There are sometimes not enough units to allow those eligible for electronic monitoring to participate in the program. Sauk County will be going into a contract with a new vendor as soon as Corporation Counsel gets done reviewing the contract. The new vendor will be slightly less expensive than Pro Tech Monitoring, the present vendor.
T here were 325 days of electronic monitoring in June with a total of 20 inmates involved. Equipment lease expenses were $1,787.50 and revenues were $5,525, leaving a credit of $3,737.50 over expenditures.
In the month of June, Dane County was billed $84,462 and Rock County was billed $5,668 for a total of $90,130. The year-to-date revenues for housing out-of-county inmates is $554,984.10.
b) Communication Center
The committee received a report generated by the Communication Center Supervisor showing a break down of the calls for service for the month of June, 2007,
c) Field Services Report
The results of the Click It or Ticket grant enforcement to encourage seat belt usage was handed out.
There were two traffic fatalities in the first eight days of July, bringing the year's total to 10.
There were 110 prisoner transports in June, bringing the year-to-date total to 697.
The Sauk County Dive Team responded to the Village of Lake Delton and recovered the body of a seven year old boy who drowned in Lake Delton.
The Hainstock trial is scheduled to begin on July 26th. The jury will be sequestered for the duration of the trial.
d) Administration Report:
There were 1,350.5 hours of overtime in June; 1,119.5 paid hours and 231 hours of compensatory time.
There were 45 hours of supervisory overtime.
Security Sergeant Kathryn Brandt will be retiring on September 4, 2007.
J ailor Jason Snyder has resigned to accept employment with the Department of Corrections.
Ryan Scully and Daniel Litscher have been hired as jailors. They will start on July 12 and July 16, respectively.
Supervisor Wheeler presented an outline of a report that she wanted to have prepared and brought to the committee meetings in the future regarding jail programs. Chair Stevens approved the report.
9. Adjourn to Date Specified : The next meeting of the Law Enforcement Committee was set for Tuesday, August 14, 2007, at the Law Enforcement Center.
Motion by Sinklair, seconded by Tollaksen, to adjourn the meeting. Motion carried.
