DATE: August 14, 2007

The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, August 14, 2007, at 9:30 A.M., in room D102A-Community Room, 1300 Lange Court, Baraboo, Wisconsin.

The meeting was properly posted and all interested parties were notified.

1. Call To Order and Certification of Open Meeting Law : The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 10:50 AM.

2. Agenda : Tollaksen requested that Item 10 be moved in front of Item 7 on the Agenda. M. Krueger stated he would be a voting member in C. Montgomery's absence. Motion by Tollaksen, seconded by Wheeler, to adopt the agenda. Motion carried.

3 . Approve Minutes of Previous Meeting(s) : Motion by Sinklair, seconded by Tollaksen, to approve the minutes of both the regular Law Enforcement Committee meeting held on Tuesday, July 10, 2007 and also the Special Meeting on July 26, 2007. Motion carried.

4. Communications :

No Communications to Report.

5. Public Comment :

a. A. Semple advised the Committee of a website that provides free medications. www.PPARX.org.

6. Appearances :

a ) Sauk County Animal Shelter Operations Update

The animal counts for July were 85 dogs taken in and 87 dogs adopted. There were 128 cats taken in and 113 adopted. The Animal Control Officer took 97 calls, 17 of which were bites cases. Out of the 17 bite cases, 8 were quarantined at shelter, 7 at home, 1 cat at the veterinarian's and one dog was not found.

According to W. Schneider the Shelter will be reviewing their Contract and revise it for emergency funding should they find themselves in a situation like Dane County did with the pit bulls.

This past week the Building Committee approved a 10x20 shed for storage for the Animal Shelter.

The Dane County Dog Jog is set for September 16, 2007. Sauk County Animal Shelter has received funding in the past from the Dog Jog.

Motion by Tollaksen, seconded by Wheeler to approve the 2008 b udget request for the Animal Shelter.

7. Review and Approval of July, 2007, Bills for Coroner and Sheriff's Department : Motion by Tollaksen, seconded by Wheeler, to approve payment of the July, 2007, bills for the Coroner in the amount of $6,972.97. Motion carried.

Motion by Sinklair , seconded by Stevens, to approve payment of the Sheriff's Department's July, 2007, expenses in the amount of $138,358.00. Motion carried.

Discussion on the Disposal of Pharmaceuticals . B. Hinze advised the Committee that Nurse M. Busser and she were researching options on how to dispose of the pharmaceuticals.

8. Request for authorization to send Court Security Deputies K. Wasilewski and T. Bychinski to Court Room Security Training in Des Moines, Iowa, in September 2007.

Motion by Wheeler, seconded by Sinklair, to approve K. Wasilewski and T. Bychinski to attend training. Motion carried.

9 . Consideration and possible approval of resolution Approving the Acceptance and Disbursement of Homeland Security Inter- operability Grant Funds. :

Motion by Sinklair, seconded by Tolla ksen, to approve the resolution. Motion carried.

10 . Consideration and possible approval of 2008 budget requests for Coroner and Sheriff's Office. :

Wheeler asked for an explanation of why the Coroner had a line item titled Per Diem Committee. Wheeler was advised that the Coroner's Office has one office employee that is paid by per diem rather than salary. It was recommended that the line item be titled Per Diem rather than Per Diem Committee.

Motion by Tollaksen, seconded by Wheeler, to forward the Coroner's Budget to Finance. Motion carried.

Line Item accounts of the Sheriff's Department Budget were reviewed with several questions asked. Explanations were given to the Committee members reference several line item accounts. Committee member Wheeler also requested to view the Range budget; however, she was advised that the Range budget is not part of the Sheriff's budget process.

Motion by Tollaksen, seconded by Krueger, to forward the Sheriff's Budget to Finance. There were 2 no votes and 3 yes votes. Motion carried. No votes by Sinklair and Wheeler; Yes votes by Stevens, Tollaksen, and Krueger.

11. Sheriff's Report :

a) Jail Report

M. Hafemann gave a brief report of July 2007 Prisoner Programs at J. Wheeler's request. The numbers for participation were given to the Committee.

There were 315 days of electronic monitoring in July with a total of 18 inmates involved. Equipment lease expenses were $1,705.00 and revenues were $5,355.00, leaving a credit of $3,650.00 over expenditures.

In the month of July, Dane County was billed $87,371.00. The year-to-date revenues for housing out-of-county inmates is $641,943.00.

b) Communication Center

The committee received a report generated by the Communication Center Supervisor showing a break down of the calls for service for the month of July.

c) Field Services Report

Highway Grant Totals were distributed to the committee. The highway safety grants are for alcohol, speed and the click-it program, which is for seat belt usage.

There were two traffic fatalities, one on July 20 and one on August 12, bringing the traffic fatalities for 2007 to 11.

There were 115 prisoner transports in July, bringing the year-to-date total to 815.

d) Administration Report

Jailor Brian Voltz has resigned to accept employment with Monona Police Department.

Eric Vandenheuvel was promoted to Patrol on August 3, 2007.

Security Sergeant Kathryn Brandt has changed her retirement date from September 4, 2007 to September 30, 2007.

There were 2,068 hours of overtime in July;

There were 164 hours of supervisory overtime.

There were 2 Triple III reports for July; a Patrol Deputy strained a muscle in his back while loading evidence into his squad car; Prisoner Transport Vehicle hit debris on the Interstate which in turn caused damage to the Air Conditioner System.
