Law Enforcement Committee

The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, October 9, 2007, at 9:30 A.M., in room D102A-Community Room, 1300 Lange Court, Baraboo, Wisconsin.

The meeting was properly posted and all interested parties were notified.

  1. Call To Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:30 AM.
  2. Agenda: Motion by Montgomery, seconded by Tollaksen, to adopt the agenda.
    Motion carried.
  3. Approve Minutes of Previous Meeting): Motion by Sinklair, seconded by Tollaksen, to approve the minutes of the regular Law Enforcement Committee meeting held on Tuesday, September 11, 2007.
    Motion carried.
  4. Communications:

    No Communications to Report.

  5. Public Comment:

    Charles Montgomery reported that the Sauk County Sheriff’s Department Honor Guard had been part of the opening ceremonies at the Wisconsin Counties Meeting at the Kalahari Resort the previous day and that they had done an excellent job.

  6. Appearances:
    1. Sauk County Animal Shelter Operations Update

      Shelter Director Wendy Schneider reported lots of animals coming in. The Animal Control Officer handled 73 calls in September and there were 22 bites cases reported. Schneider said many of the bit cases resulted in the animals having to be quarantined because they weren’t current on rabies vaccinations.

      The Dog Jog raised approximately $2,000 for the Shelter and the rummage sale netted another $2,000 approximately. The donation of aluminum cans has resulted in additional money for operations at the Shelter.

  7. Review and Approval of September, 2007, Bills for Coroner and Sheriff’s Department: The Coroner’s bills were reviewed and discussed.

    Motion by Tollaksen, seconded by Montgomery, to approve payment of the September, 2007, bills for the Coroner in the amount of $4,964.77.
    Motion carried.

    The Sheriff’s Department’s bills were reviewed and discussed.

    Motion by Montgomery, seconded by Tollaksen, to approve payment of the Sheriff’s Department’s September, 2007, expenses in the amount of $106,569.19.
    Motion carried.

  8. Consideration and possible approval of resolution Approving a Request to Apply for Aid to Law Enforcement With Wisconsin Ho-Chunk Lands Within Sauk County:

    Motion by Tollaksen, seconded by Montgomery, to approve the resolution.
    Motion carried.

  9. Sheriff’s Report:

    1. Jail Report

      The report on the annual jail inspection done by the Wisconsin Department of Corrections jail inspector gave Sauk County high marks in all areas with a couple of minor exceptions. Jail Captain Hafemann said he had received a call from the jail inspector asking permission for the State Department of Corrections to use several of the forms developed by Sauk County in other jails around the state.

      Jail staff continues to work with several local companies who are looking for employees.

      A program aimed specifically at improving fatherhood skills showed 10 inmates signed up for the class but only five completed the classes.

      There were 222 days of electronic monitoring in September with a total of 16 inmates involved. Equipment lease expenses were $1,215.50 and collections were $3,774, leaving a credit of $2,558.50 over expenditures.

      In the month of September, Dane County was billed $97,826, for housing their inmates. The year-to-date revenues for housing out-of-county inmates is $829,480.

    2. Communication Center

      The committee received a report generated by the Communication Center Supervisor showing a break down of the calls for service for the month of September as well as a report showing a three-year comparison in calls for service.

    3. Field Services Report

      A report of activities for the 2007 Highway Safety Grant enforcement was presented. The report details the number of arrests for speeding, drunk driving, as well as other contacts made.

      One of the squad cars received minor damage in a collision with a deer.

      There were 108 prisoner transports in September, bringing the year-to-date total to 1068.

    4. Administration Report

      There were 1441 hours of overtime incurred in September, 1,245 of which were paid and 196 hours which were banked as compensatory time.

      Supervisory personnel was paid for 91 hours of overtime; 33.5 hours for holiday worked, 4 hours to prevent the order-in of a union employee, 4 hours of grant enforcement, 7 hours for investigation supervision, 23 for range training and 19.5 hours for an ERT call out.

      Telecommunicator Heidi Puhl resigned on September 9, 2007

      On November 28, 2007, a patrol deputy will be having shoulder surgery and may be off for up to four months.

      Transporter Angie Mueller resigned as of September 28, 2007

      Raymond Laatsch, a jailor, was promoted to Security Sergeant on September 26, 2007. Laatsch replaced Kathryn Brandt who retired.

      Patrol Deputy Clay Lins was promoted to the Detective Division on September 24, 2007.

      Security Deputy Zachery Verch was promoted to the Patrol Division on September 24, 2007.

      Chair Stevens said he had been told by family members and friends of an individual who had committed suicide in the Dutch Hollow area recently how professional and kind the deputies were who handled the initial call and those who investigated the incident.

  10. Adjourn To Date Specified: The next regular meeting was scheduled for Tuesday, November 13, 2007, at 9:30 AM.

    Motion by Montgomery, seconded by Tollaksen, to adjourn the meeting.
