Law Enforcement Committee

The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, November 13, 2007, at 9:31 A.M., in room D102A-Community Room, 1300 Lange Court, Baraboo, Wisconsin.

The meeting was properly posted and all interested parties were notified.

  1. Call To Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:31 AM.
  2. Agenda: Motion by Tollaksen, second by Montgomery, to adopt the agenda.
    Motion carried.
  3. Approve Minutes of Previous Meeting): Motion by Montgomery, seconded by Wheeler, to approve the minutes of the regular Law Enforcement Committee meeting held on Tuesday, November 13, 2007,
    Motion carried.
  4. Communications: Sheriff Stammen gave the committee copies of a letter from the Iowa County Sheriff requesting to use space on one of Sauk County radio towers for emergency services in Iowa County. The matter has been referred to the tower/infrastructure committee.

    Committee members also received a copy of the 2008 schedule of meetings for the Sauk County Board of Supervisors and the dates upon which resolutions for the various meetings are due to the County Clerk’s Office.

  7. Sauk County Animal Shelter Operations Update:

    Shelter Director Wendy Schneider reported that animals coming into the shelter for the year thus far stand at 1,800, which is an increase of about 100 animals over last year. Veterinary students and staff from Dane County came to the shelter and did 25 spays of cats and dogs at no charge.

    The Humane Society is looking into an addition to the present building but want to be sure the building won’t have to be moved when the USH 12 bypass is done. The cost of the addition will be borne by the Humane Society.

    A Huber inmate has been assigned to work at the Shelter as a volunteer. He has been doing cleaning, shoveling and other duties which has been a great benefit to the Shelter staff.

  8. Consideration and Possible Approval of Resolution Authorizing Agreement Between the County of Sauk and the Sauk County Humane Society:

    Corporation Counsel Todd Liebman said the resolution was mainly a housekeeping issue but it was prompted, in part, by the situation in Dane County where a large number of pit bulls were impounded at the Dane County Humane Society when the owners were charged with dog fighting. The resolution formalizes the procedure that the County and the Humane Society would follow in such a case.

    Language was removed regarding a vehicle provided by the County for the use of the Humane Society and provides that feral cats brought to the shelter will be held a minimum of two days instead of being held seven days.

    Motion by Montgomery, seconded by Tollaksen, to approve the Resolution Authorizing Agreement Between the County of Sauk and the Sauk County Humane Society.
    Motion carried.

  9. Review and Approval of November, 2007, Bills for Coroner and Sheriff’s Department: The Coroner’s bills included charges for two autopsies.

    Motion by Tollaksen, seconded by Sinklair, to approve payment of the November, 2007, bills for the Coroner in the amount of $3,492.61. Motion carried.

    The Sheriff’s Department’s bills were reviewed and discussed. The year-to-date printout of the accounts was discussed in detail and reviewed as to why some accounts were over budget and some were under budget.

    Motion by Tollaksen, seconded by Montgomery, to approve payment of the Sheriff’s Department’s November, 2007, expenses in the amount of $111,770.31.
    Motion carried.

  10. Request To Solicit Bids for Purchase of 2008 Squad Cars: The request was made to solicit bids for the 2008 Ford Crown Victoria squad cars. The police specification vehicles are manufactured for only a brief time each year. Sinklair expressed concern that no other vehicles were considered for use as patrol squads except the Ford Crown Victorias. He expressed concern about the cost of fuel.

    Motion by Tollaksen, seconded by Montgomery, to authorize the Sheriff to solicit bids for the purchase of eight Ford Crown Victoria squad cars.
    Motion carried.

  11. Sheriff’s Report:
    1. Jail Report

      Sheriff Stammen reported that Jessica Fry and Captain Hafemann were working with Kerry Beghin to fine tune the accounting procedures to track the expenses and revenues of Unit A.

      The proposed contract with the Department of Corrections for housing state prisoners has been sent to Corporation Counsel Todd Liebman for review.

      Committee member Wheeler asked when the annual jail inspection report would be available. She was informed that all county supervisors received one at the October County Board meeting.

      Supervisor Wheeler verbally requested an inmate census report that would include counting each inmate in each residential unit at the Sauk County Jail every day and reporting this information to the County Board each month. The expanded census report would also include separating the inmate totals by gender and source of inmate. Sheriff Stammen verbally declined to provide such a report. He informed Wheeler to put her request for the production of such a report in writing.

      The booking offense report was also handed out.

      There were 330 boarding days in November with 18 inmates involved in the program.

      The November expense for lease of the electronic monitoring equipment was $1,804 and the collections were $5,610, leaving a balance of $3,806.

      Dane County was billed $106,926 for November housing. The year-to-date collection for housing inmates for other jurisdictions is $1,051,025. Sheriff Stammen reported that he expects to meet the projected revenue amount of $1,213,000 for 2007.

    2. Communication Center

      The committee received a report generated by the Communication Center Supervisor showing a break down of the calls for service for the month of November.

    3. Field Services Report

      There were four Triple III reports in October, three for mild physical injuries and one for a squad car scratched by barbed wire strung across a driveway.

      Sauk County has been awarded a grant for $10,00 for enforcement of seat belt use. The grant ends on September 30, 2008, and will cover overtime for deputies to work the special enforcement.

      There were no fatal accidents in November. The year-to-date total stands at 15.

      A report of civil process papers served by officer was handed out.

      There were 98 prisoner transports in November, brining the total for the year to 1,318 as of November 30th.

    4. Administration Report

      There were 1,836 hours of overtime in November for department employees. Of that total 1,640 were paid hours and 196 were compensatory time accruals, 766 hours were for the two holidays in November.

      There were 94.5 hours of paid supervisory overtime in November.

      Employee Zachery Verch who was promoted to Patrol from the jail requested to be reassigned back to the Security Division. Matthew Burch and William Vertein have been promoted from the Security Division to the Patrol Division.
