ORDER OF BUSINESS:
CALL TO ORDER: The meeting was called to order by Vice Chairperson P. Tollaksen at 1:37 P.M. and was certified to be in compliance with the Open Meetings Law.
AGENDA: Motion by H. Netzinger, second by J. Stoeckmann to adopt the agenda. Motion carried.
MINUTES: Motion by J. Stoeckmann, second by H. Netzinger to approve the August 10, 2007, regular business meeting minutes of the Personnel Committee, and the August 21, 2007, special meeting minutes as distributed. Motion carried.
COMMUNICATIONS: None.

M. Koehler provided the Committee with handouts of the contract language referenced in the four grievances. Motion by J. Stoeckmann, second by H. Netzinger to enter into closed session pursuant to Wis. Stats §19.85(1)(c) and (f) to consider financial, medical, social, or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where paragraph (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Employee grievances. Further to consider the employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body had jurisdiction or exercises responsibility. Operational analysis. Closed session to include: M. Koehler, J. Briggs, C. Bodendien, M. McBain, P. Rego, H. Rosen, S. Stolte. Roll call vote was taken, Tollaksen - aye, Netzinger - aye, Stoeckmann - aye. Motion carried.

Motion by H. Netzinger, second by P. Tollaksen to reconvene in open session. Motion carried.

Motion by P. Tollaksen, second by H. Netzinger to deny the four grievances presented. Motion carried. Tollaksen informed the members present the Personnel Director would provide formal notice of denial. Tollaksen also noted the members desire to have more than one weeks notice of on call assignment, and that there were extenuating circumstances which prevented that from happening at the particular time in question.

PUBLIC HEALTH DEPARTMENT RECLASSIFICATION: M. Koehler informed the Committee of the recruitment efforts which have been made for the position of Public Health Director. It is believed to remain competitive in the current market an adjustment in the compensation would be in order. Motion by H. Netzinger, second by P. Tollaksen to provide a market adjustment to the position of Sauk County Public Health Director from pay grade twenty (20) to pay grade twenty-one (21). Motion carried.

2008 HEALTH INSURANCE: The Personnel Director turned the discussion over to C. Herwig, Accounting Manager to provided information to the Committee regarding suggested changes to the plan design of the County's health insurance. Motion by J. Stoeckmann, second by H. Netzinger that no Plan Design changes be made for 2008, consideration of group changes will be reviewed in the future. Motion carried.

The 2008 Health Insurance plan was reviewed. No action taken.

DEPARTMENTAL UPDATES:

M. Koehler distributed the activity report for the month of August, highlighting the following items and dates:
There will be need for a joint meeting of Finance and Personnel on October 2, 2007 at 8:15 A. M. for the purpose of reviewing new position requests for the 2008 budget.

Vouchers in the amount of $5,559.57 were presented for payment. Motion by P. Tollaksen, second by J. Stoeckmann, to approve the report as presented and authorize the payment of vouchers. Motion carried.

Motion by H. Netzinger, second by P. Tollaksen, to adjourn until 8:15 A.M. Tuesday, October 2, 2007, for a Special Joint meeting of the Finance and Personnel Committees. The regular monthly business meeting of Personnel to be scheduled immediately following. Motion carried.
