The meeting was called to order by Chair T. Meister at 1:00 P.M. and was certified to be in compliance with the Open Meetings Law.
Motion by S. Alexander, second by J. Stoeckmann to adopt the amended agenda.
Motion carried.
Motion by J. Stoeckmann, second by S. Alexander to approve the October 2, 2007, regular business meeting minutes of the Personnel Committee, as distributed.
Motion carried.
Committee Chair T. Meister inquired as to the status of Personnel Committee informational binders. The binders are ready and in the Personnel Office. Personnel Director M. Koehler suggested with the recent settlement of three contracts perhaps, members that have not already received their new binders would prefer to pick them up after the new contracts are signed.
M. Koehler informed the Committee that the AFSCME Grievances have been rescheduled for the December meeting, therefore items # 5, 6, 7, and 8 required no action. Item # 9, "Public Health- Possible discussion and consideration of project position." had also been withdrawn but will be rescheduled at a later date.
Consideration of market adjustment. The interim Health Care Center, Administrator, Barbara Gunderson has requested a market adjustment for the Acting Director of Nursing, J. Brandt. When originally appointed to the position, Ms. Brandt was provided an increase to grade 19, step 1, ($59,972 annually). To hire someone to fulfill the essential duties of the position, with the equivalent knowledge and experience, in today's market would require a hiring rate greater than what was originally provided. Motion by J. Stoeckmann, second by S. Alexander to authorize a market adjustment for the acting D.O.N. From grade 19, step 1 to grade 19, step 5, retroactive to Ms. Brandt's date in position as Director of Nursing.

M. Koehler distributed the activity report for the month of October, including recruitments and terminations, and highlighting the following items and dates:
There will be two union grievances rescheduled from November to the December meeting.
There is possibility of a nonrepresented employee grievance to also be scheduled for December.
No union grievances were filed in October.
The recruitment for an Administrator for the Health Care Center was reopened.
First round interviews for a Public Health Director were conducted on November 1, 1007. No date has been set for second interviews.
Vouchers in the amount of $ 6,084.42 were presented for payment. Motion by S. Alexander, second by J. Stoeckmann, to approve the report as presented and authorize the payment of vouchers.

Motion by S. Alexander, second by J. Stoeckmann, to adjourn until 1:00 P.M. Friday, December 14, 2007, for the regular monthly business meeting of the Personnel Committee.
