Meeting was called to order at 6 P.M. By White, and compliance with the open meeting law was noted.
Moved by Horenberger, seconded by Haugen to adopt the agenda. Motion carried.
It was noted by White that there were no minutes of the previous meeting of 6/13/07. Meeting minutes of 6/13/07 will be approved at the August Board meeting.
COMMUNICATIONS:
Muhlenbeck handed out brochures regarding the medication roundup in October, a report regarding the upcoming public health preparedness exercise, and Tobacco Free newsletter.
BUSINESS ITEMS:
Kathy Schauf presented to the Board her idea for a possible cost saving and better program coordination by having Bill Orth, Human Service Director to also function as the Director of the Health Department with a deputy director/Health Officer. Considerable discussion followed. The Board felt they needed further information as to what the cost savings and improved service coordination will be before they vote to approve the concept. Moved by Kriegl, seconded by Elsen to have Schauf appoint an interim public health director/health officer until the August 8th board meeting. Schauf is to bring to the board a concrete plan with an organizational chart and what cost savings will be by implementing her concept. Motion carried.
DEPARTMENTAL UPDATES:
A. Moved by Haugen, seconded by Clement to add the monthly reports to the minutes of the meeting. Motion carried.
B. Moved by Horenberger, seconded by Haugen to approve paying the June vouchers totaling $34,567.23. Motion carried.
C. Wolff presented to the Board the timeline of the national TB incident, pointing out where the process failed. Wolff also showed how, because of the state and local policies in place in Wisconsin, and Sauk County, that we would not have such an international incident. She demonstrated what actually happened with an actual case of active TB in Sauk County, in approximately the same time frame as the international TB incident was taking place. The Health Department was able to isolate the individual and provide directly observed treatment with the patient recovering rather quickly and not exposing any individuals unnecessarily.
D. Haugen gave to the Board a packet of information for them to read regarding updates he has gotten on a myriad of public health issues.
Next Board of Health meeting is set for August 8, 2007 at 6 P.M.
