1. Meeting called to order by Hartje at 8:00 a.m. Certification of Compliance with Open Meeting Law was met.

2. Adopt Amended Agenda: Motion by Volz, second by Dippel to approve agenda . Carried .

3. Adopt draft minutes of August 2007 meetings: Motion by Montgomery, second by Dippel. Carried .

4. Public comment - none

5. Communications -

A. Request from Mr. Derek Fenner of Foresite Software LLC to plug a repeater for the

Downtown Baraboo Inc. "wi-fi", this would allow better coverage on the east side of the

Courthouse. Stieve noted that MIS has no issues with it. Electric usage would be very

minimal. The committee agreed it could be helpful for the community. Tim Stieve noted that

they would need to follow the same rules as anyone else who uses the courthouse facilities.

Motion by Dippel, second by Zowin to approve the installation of the repeater for one

year. Carried .

6. Business Items

A. Treasurer's Report - Ann Burton presented a Resolution Accepting the Offer of the State of Wisconsin Dept of Transportation to Purchase Certain Lands in the Town of Delton for the Purpose of Improving U.S. Hwy 12, in the amount of $39,900.00. This land is part of tax deeded parcel 0080984-00000. Motion by Zowin, second by Dippel to approve Resolution. Carried .

Burton reported the tax deed process for this year, there are about 12 parcels that will be taken. Discussion took place on a piece of property at Hwy 154 & G, possibly taking it.

The database of all County properties is still being worked on. Burton handed out a summary of the information.

B . Discussion of Sheriff's Dept. Shooting range - Marty Krueger said he met with Sheriff Stammen, Jeff Tobin, Richard Meister, Kathy Schauf and Don Stevens to discuss pushing

back the shooting range due to the fact that more time is needed to properly identify the

budget for the facility. Marty attended a recent Towns Association meeting where the

number presented to the CIP was handed out ($678,500) and that was based on doing this in

2011. He noted it was the view of the CIP Committee that the range should be moved to

2009 and he then read a recent Baraboo News article about this issue, with Supervisor

Kriegl's opinion on this matter. It is Krueger's opinion to start the project, but not rush it.

Sheriff Stammen explained how this whole situation developed. He feels an architect's

services are needed because of compliance issues and possibly an adhoc committee to oversee the process. Committee members expressed various views. Lt. Jeff Tobin addressed what they

are looking at needing in facilities. Marty noted an adhoc committee probably wasn't

necessary but that a group working with an architect could report back to Property &

Insurance. Committee felt a study should be done and Doug Blakeslee said that this would be

done by the hour, not to exceed $8,000.00. It was suggested to retain Blakeslee to do the

study. Motion by Montgomery, second by Volz to retain Blakeslee Architects to do the

study, not to exceed $8,000.00, and this would include a preliminary cost estimate.

Carried . Tim Stieve checked with the Sauk Controller and it is her preference to put the

$8,000.00 in the 2008 budget, Committee felt it made sense to get started on this in 2007 and

asked that Tim work with Controller & Marty to see how best to fund this. Stieve also

inquired about leaving the $30,000.00 in the budget for the County Property Study (referred to

in last month's minutes). No decision was made during this meeting.

7. Departmental Updates - Risk Management (Carl Gruber)

A. Monthly Report was given.
b. Review and approve deductibles - Motion by Zowin, second by Montgomery to approve

deductibles in the amount of $1,000.00. Carried .

C. Carl Gruber handed out bid information for Sauk County's Workers Compensation for 2008 Policy Year. This information included a table of loss control and claims services provided, and a list of retrospective plans and the costs associated. A Representative from both

Wisconsin County Mutual and the two from the agent for United Heartland Insurance had an

opportunity to present their proposed plan, Committee members and the Safety/ Risk Manager had an opportunity to ask questions. The Committee will review all of the information while

Safety/Risk Manager will check references, check the plans, etc. and a decision will be made

at next month's meeting.

8. Departmental Updates - Buildings & Safety (Tim Stieve)

A. Monthly Report was given, including time spent at landfill, which totaled 69.00 hours, of which 17.75 hours are billable to Alliant.

Next month Stieve will have a resolution prepared regarding a tree grant.

Wireless 9-1-1 circuits were installed last month; so far 2 companies have scheduled testing.

b. Report on 3rd Ave property - The asbestos removal was completed. Removal of the building itself will probably be after October 1.

C. Approval to hire Kraemer Brothers to get the leaning stone on the Courthouse fixed. Stieve

noted a budget from Kraemer would be $9,500.00, they will bill on a time and material basis.

Motion by Zowin, second by Volz to approve the hiring of Kraemer Brothers. Carried .

D. Review of Virchow Krause Organization Analysis. Stieve referred to a few items regarding Building Services and that the organizational structure was incorrect in the study. There will be a special E&L Committee meeting to discuss the study.

e. Review and approval of vouchers -- Motion by Dippel, second by Volz to approve

monthly vouchers totaling $82,813.13. Carried .

9. Next Meeting: October 1, 2007 @ 8:00 a.m.

10. Motion by Montgomery, second by Hartje to adjourn meeting. Carried .
