1. Meeting called to order by Hartje at 8:00 a.m. Certification of Compliance with Open Meeting Law was met.
2. Adopt Agenda: Motion by Dippel, second by Montgomery to approve agenda . Carried .
3. Adopt draft minutes of August 2007 meetings: Motion by Montgomery, second by Volz. Carried .
4. Public comment - none
5. Communications -
A. Request to use Courthouse lawn for the following Downtown Baraboo, Inc. Events: Oct 31, 2007 Boofest. Use of park area and permission to possible placement of a banner on the northwest corner of the Courthouse Square from Oct. 13 - Oct 31, 2007.
Nov. 15 to Dec. 31, 2007 - Use of square area for decorations for the holiday season as in previous years and associated activities relating to Holly Jolly Light Parade, holiday weekend promotions and other activities relating to holiday season. Motion by Montgomery, second by Volz to approve this request. Carried .
6. Business Items
A. Treasurer's Report - Ann Burton and Pat Carignan distributed a pamphlet of tax deeded properties, along with a Resolution ordering County Clerk to issue Tax Deeds on Unredeemed Certificates. After reviewing each property and setting a fee , a Motion was made by Volz, second by Dippel to approve the Resolution and have the County Clerk issue the tax deeds. Carried.
Burton mentioned that one more round of letters will be going out to the Dellwood properties owners.
B. Hartje brought up the subject of County owned forest in the Town of Spring Green and a discussion took place on the possibility of breaking this into lots in the 1-3 acre size lots and sell those off. No action was taken on this matter.
7. Departmental Updates - Risk Management (Carl Gruber)
A. Monthly Report was given.
b. Review and approve deductibles - no deductibles this month.
C. Discussion and possible selection of a Workers Compensation carrier for 2008. Motion by Montgomery, second by Volz to contract with Wisconsin County Mutual. Carried .
8. Departmental Updates - Buildings & Safety (Tim Stieve)
A. Monthly Report was given, including time spent at landfill, which totaled 36 hours. The report format is changed slightly so that our time spent there that isn't billed to Alliant can be taken out of the landfill funds.
b. Report on 3rd Ave property - the demolition starts Tuesday morning, October 2.
C. Resolution was presented Authorizing the Application for Urban Forestry Grant Program, as there are numerous health issues with the trees on the Courthouse lawn as well as the West Square, Law Enforcement Center and Human Services in Reedsburg. This is a 50/50 match. Motion by Montgomery, second by Volz to approve Resolution. Carried .
D. Approve changes in budget for Highway & Courthouse tower work. Stieve reported that there is some money in his department budget that he would like to shift in order to put up a used tower at Highway. Stieve explained that the tower would actually replace the Courthouse
Tower and the Tower on the Highway shop facility. Motion by Dippel, second by
Montgomery to approve the use of this money to put up a used tower at Highway.
Carried .
E. Consider Resolution to Adopt new Smoking Policy for Sauk County buildings - this applies to the Courthouse and West Square buildings. The intent would be to put up some simple type of covering/shelter and some signage to try and keep smokers away from the entrances once the resolution is approved. Motion by Dippel, second by Montgomery to approve resolution. Carried.
f. Review and approval of vouchers -- Motion by Montgomery, second by Volz to approve monthly vouchers totaling $62,644.35. Carried.
Other items reported on: Wireless 9-1-1 is being tested, expect to turn that on within the next month or two depending on how the testing goes. Court Security Committee has been meeting regularly and has Martin Security Company doing a security survey of the Courthouse & West Square facilities.
