- Meeting called to order by Hartje at 8:00 a.m. Certification of Compliance with Open Meeting Law was met.
- Adopt Agenda: Motion by Volz, second by Dippel to approve agenda. Carried.
- Adopt draft minutes of October 2007 meeting: Motion by Montgomery, second by Dippel. Carried.
- Public comment - Marty Krueger commented on the proposed Sheriff's Department shooting range Doug Blakeslee has been retained by the Sheriff's Department and a working group has been formed to work with Doug on the range. Krueger has asked Kathy Zowin of the Property Committee and Pete Tollaksen of the Sheriff's Dept to be members of the working group that will report back to this Committee.
- Communications -
- A. Request from Downtown Baraboo, Inc. to use the Courthouse square on Nov. 24, 2007 for registration and finish of a walk/run event. Motion by Zowin, second by Dippel to approve request. Carried.
- Business Items
- Treasurer's Report - Ann Burton presented information on two small, unbuildable tax deeded parcels that have been advertised for sale. Both pieces have been occupied by the adjoining owners for years and were thought to have been included in the deeds for those owners, plus taxes were paid by those owners for some years. County ordinance allows sale to the highest or most advantageous bidder. The County Treasurer's Office recommended that 024-0100-10000 be sold to Jaech and 004-0003-00000 be sold to Nachreiner as the most advantageous bidders as the alternative to adverse possession claims. Motion by Zowin, second by Volz to sell both pieces of property. Carried.
Burton advised that money should be coming in soon for the Hwy 12 land. The Dellwood properties are still being worked on.
- Motion by Volz, second by Dippel to go into closed session pursuant to Wis. Stats. S.19.85(1)(e). Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specific public business, whenever competitive or bargaining reasons require a closed session. Roll call was taken on the motion with the following results: AYE: (4) Hartje, Volz, Dippel, Zowin. At 9:30 a.m. The Committee went
into closed session.
At 9:50 a.m. The Committee reconvened in open session.
- Departmental Updates - Risk Management (Carl Gruber)
- Monthly Report was given.
- Review and approve deductibles - Motion by Zowin, second by Volz to approve deductibles of $3,086.00.
Carried.
- Discussion of appointment of representatives to the advisory Committees of Wisconsin County Mutual Insurance. Motion by Dippel, second by Hartje to appoint Larry Volz and Charlie Montgomery.
Carried. Volz and Montgomery accepted.
- Departmental Updates - Buildings & Safety (Tim Stieve)
- Monthly Report was given.
- Report on 3rd Ave property and Herman's Motor Clinic - The demolition is completed and T. Stieve has talked to the owner of Herman's Motor Clinic to see if they have an interest in selling the property to the County, and has also talked to Corporation Counsel about cost of an appraisal. Motion by Volz, second by Dippel to have Stieve proceed with an appraisal on Herman's property.
Carried.
- Discussion/designation of smoking areas - a shelter sketch was drawn up and Stieve said he is looking at putting up the shelter on the south side of the Courthouse and one at the West Square building. There will be signs put up that smoking is prohibited in certain areas and the cigarette ashtrays are going to be moved. Discussion followed.
- Review and approval of vouchers -- Motion by Dippel, second by Volz to approve monthly vouchers totaling $53,553.47.
Carried.
Other: Facility Security Project - Martin Security has reviewed the facilities and a report has been compiled.
