The Baraboo Range Commission met in a rescheduled regular session at 8:30 AM., January 31, 2007 at the Sauk County West Square Building in Baraboo, Wisconsin.
Members present: Ashford, Hartmann, Kowalke, Persche, Steinhorst, Turnquist and Wenzel.
Also present: Dave Tremble, Sauk County Planning and Zoning, and Audrey Parker.
Chairperson Ashford brought the meeting to order at 8:33 AM., and asked
members to review the meeting agenda. Motion to adopt the agenda as presented
by Turnquist, second by Kowalke.
Motion carried.
Ashford asked members to review minutes from the November 29, 2006 meeting.
Audrey Parker requested that the minutes from November 29 be changed to
indicate the individual who "inadvertently" turned off her tape
recorder during the meeting. Motion to amend the minutes by Persche. Discussion
followed. Persche retracted his motion to amend. Motion to adopt the November
29th minutes, as written, by Hartmann, second by Steinhorst.

Audrey Parker informed Commissioners about proposed federal superhighways to be built from the border with Mexico to link with various U.S. Cities. She provided a map from the Eagleforum.org website.
Tremble reported on the December action by the County Board to approve a resolution supporting purchase of development rights from Jane and David Stevens in the Town of Freedom.
Tremble reported that three conservation easements had been completed since the November meeting: David and Debra Lundgren (December 20, 2006); Dale C. Lundgren (January 19, 2007); and Gary Ertl (January 26, 2007). Tremble reported that he had conducted monitoring inspections on three properties in the month of December, the Hatz property in the Town of Freedom, and the Cunningham and McGann properties in the Town of Merrimac. Tremble also reported that a logging operation on the Gaedke property in the Town of Merrimac had encroached on the McGann property. Some damage was reported by Mr. McGann, but no trees were taken. A spring inspection will be needed to assess the level of damage done. Tremble provided a draft report on year-end BRPP expenses.
Tremble reported that the USDA / NRCS office is aware that the Commission will attempt to complete a conservation easement transaction before September of 2007 to utilize the USDA Farm and Ranchland Protection Program grant allocated in 2004.
Tremble reported that he had provided Chad Hendee, Assistant Sauk County Corporation Counsel, with a memo and documents related to Gerd and Urula Muehllehner's request for approval to extinguish their existing access easement.
Tremble distributed the most recent version of the Commission membership rotation, and pointed out that this spring four members terms expire: Turnquist, Statz, Wenzel and Kowalke. Tremble asked these members to indicate their interest in returning for an additional term.
Steinhorst moved to convene a closed session, pursuant to s. 19.85 (1)(e): "Deliberating
or negotiating the purchase of public properties, the investing of public
funds, or conducting other specified public business, whenever competitive
or bargaining reasons require a closed session." For the purpose of
discussing negotiations with private landowners. Second by Wenzel.

Carried unanimously.
The Commission convened in closed session. Members present for the closed session: Ashford, Hartmann, Kowalke, Persche, Steinhorst, Turnquist and Wenzel. Also present: Dave Tremble, Sauk County Planning and Zoning.
The Commission returned to open session immediately following the closed session.
Tremble read from a resolution supporting the purchase of development
rights to the Baraboo Tire Mart, LLP. property in the Town of Freedom.
Motion to approve the resolution by Hartmann. Second by Wenzel.
