Baraboo Range Planning Commission

The Baraboo Range Commission met in a rescheduled regular session, May 30, 2007 at the Sauk County West Square Building in Baraboo, Wisconsin.

Members present: Ashford, Hartmann, Statz, Steinhorst, Turnquist and Wenzel. Also present: Dave Tremble, Sauk County Planning and Zoning, Marty Krueger, Sauk County Board Chair, Audrey Parker and grandson.

Chairperson Ashford brought the meeting to order at 8:30 AM., and asked members to review the meeting agenda. Motion to adopt the agenda as presented by Statz, second by Hartmann. Motion carried.

Ashford asked members to review minutes from the April 25, 2007 meeting. Motion to adopt the minutes by Steinhorst, second by Wenzel.. Motion Carried.

Communications: None

Public Comment: None

Staff Report: Tremble reported that the Baraboo Tire Mart conservation easement had been completed on May 18th. He also reported that a reimbursement request would be submitted in June for the four conservation easements completed in December, 2006, and the first three months of 2007.

Tremble reported that the Invasives Team was continuing to meet, and that if members were interested in participating in the effort to control invasive species in the Baraboo Range they should contact Joe Van Berkel at the Land Conservation Department.

Tremble reported that the during a recent County Board had discussion of Commission membership appointments, some Board members had questioned the need for maintaining the Commission.

Tremble reported that he would be on vacation from June 9 to June 29.

Unfinished Business.

New Business:
Members reviewed the Form 1- Mission, Vision and Goals for the 2008 Baraboo Range Protection Program Budget. Tremble reported that the Form 1 document will be reviewed and acted on by the Planning, Zoning and Land Records Committee at its June 26th meeting

Hartmann moved to convene a closed session, pursuant to s. 19.85 (1)(e): "Deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session." For the purpose of discussing negotiations with private landowners. Second by Turnquist.. Motion Carried unanimously.

The Commission convened in closed session. Members present for the closed session: Ashford, Hartmann, Statz, Steinhorst, and Wenzel. Also present: Dave Tremble, Sauk County Planning and Zoning, and Marty Krueger, Sauk County Board Chair.

The Commission returned to open session immediately following the closed session.

Members reviewed a draft resolution supporting the purchase of development rights form John and Betty Waldinger. Turnquist moved to approve the resolution. Second by Statz. Discussion followed, focusing on the farmland protection nature of the resolution. Tremble agreed to amend the resolution to include specific BRPP plan language supporting farmland protection, and to amend the fiscal note to reflect the funding source for this project. Turnquist withdrew his motion to approve. Members agreed to address the resolution at the next meeting.

The next subsequent meeting is tentatively scheduled for Wednesday July 25, 2007.

Motion to adjourn by Wenzel, second by all.. Motion Carried. The meeting adjourned at about 10:00 a.m.
