Baraboo Range Planning Commission

The Baraboo Range Commission met in a rescheduled regular session, September 26, 2007 at the Sauk County West Square Building in Baraboo, Wisconsin.

Members present: Ashford, Hartmann, Persche, Steinhorst, Turnquist and Wenzel. Also present: Dave Tremble, and Mark Steward, Sauk County Planning and Zoning.

Chairperson Ashford brought the meeting to order at 8:30 AM., and asked members to review the meeting agenda. Motion to adopt the agenda by Hartmann, second by Turnquist. Motion carried.

Ashford asked members to review minutes from the August 1, 2007 meeting. Motion to adopt the minutes by Steinhorst, second by Wenzel. Motion Carried.

Public Comment:

Staff Report:
Tremble introduced Mark Seward, the newly appointed Director of the Sauk County Department of Planning and Zoning. Tremble reported on recent action by the Sauk County ?Board of Supervisors to deny the resolution supporting purchase of development rights on the John Waldinger Jr. Property in the Town of Honey Creek. Tremble reported on the current status of acquisition funding.

Unfinished Business:
Tremble reported that the Wisconsin Dept. Of Natural Resources had approved the BRPP application for Stewardship grant funding for the Evert Family Trust property in the Town of Honey Creek. He said the title work had been completed and the baseline report should be ready for a late October or early November closing.

New Business:
Tremble distributed copies of a letter signed by Patricia Hackett, requesting permission of the Commission to relocate her residence from its current location on USH 12 to a new location off Ski Hi Road. The purpose of the request is in anticipation of the proposed WisDOT expansion of USH 12, which is expected to involve acquisition of the portion of the Hackett property that includes the house and outbuildings. Commission members debated the issue, citing both sides, including the benefits of relocating the building out of the wetland area, and, on the other hand, the speculative nature of the proposed highway expansion, and the limited authority of the Commission. Turnquist moved to approve the landowner's right to build at a new location if necessary to abandon the existing site, seconded by Ashford. Motion Failed.

Persche moved to convene a closed session, pursuant to s. 19.85 (1)(e): "Deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session." For the purpose of discussing negotiations with private landowners. Second by Hartmann. Motion Carried unanimously.

The Commission convened in closed session. Members present for the closed session: Ashford, Hartmann, Persche, Steinhorst, Turnquist and Wenzel. Also present:
Dave Tremble and Zoning and Mark Steward, Sauk County Planning and Zoning.

The Commission returned to open session immediately following the closed session.

The next subsequent meeting is tentatively scheduled for Tuesday October 30, 2007.

Motion to adjourn by Beard, second by Turnquist. Motion Carried. The meeting adjourned at about 10:00 a.m.
