Planning, Zoning & Land Records Committee Minutes


DATE: July 10, 2007

Committee Members Present: Ashford, Wiese, Gaalswyck, Sprecher and Lehman

Others Present: Dave Tremble, Brian Simmert and Mary White

Chairman Wiese called the meeting to order at 9:00 a.m. Compliance with open meetings law was noted.

Motion by Sprecher, seconded by Gaalswyck to adopt the agenda changing item 10c to read Light Industrial instead of Light Commercial. Motion carried, 4-0.

Motion by Gaalswyck, seconded by Ashford to approve the minutes of the June 26, 2007 Committee meeting. Motion carried, 3-0, with Sprecher abstaining.

Public Comment: None

Communications: Committee noted a letter from the Land and Water Conservation Board thanking Sauk County for hosting a Board tour.

Gaalswyck requested to be excused from the next meeting.

Business items: The Committee signed an ordinance approving a rezone petition #6-2007 for Roecker/Zobel, which was approved at the previous meeting.

Lehman joined the meeting.

Mr. Dave Tremble, Interim Planning and Zoning Director, appeared and gave a brief departmental report. He explained staff vacations and that Dave Lorenz would only be working part time until July 20, 2007 following an accident in his home. There will not be a BOA, which Dave normally handles, for the month of July. Sprecher stated that Steve Sorenson had done a good job filling in for Dave at the last BOA hearing. Tremble gave the Committee a comparison on permits issued this year vs. last year.

Tremble then reported on budget work that was being done in advance of the new director starting. He stated his contract only lasted until July 17, 2007 and the new director will not be starting until August 1, 2007. The Committee wants him to remain in his position as Interim Director until the new director arrives. Tremble explained the need for yearly continuation of training for himself and Brian Simmert to maintain their AICP rating.

He stated that comprehensive planning is continuing for 6 towns and 3 villages. Cluster meetings were being held.

Sauk County Recreation Plan Committee will be meeting in July and the plan should be finished in August.

Staff had a meeting with representatives from the Department of Natural Resources regarding the FEMA update process. FEMA was working on a digital product that should be more useful for floodplain determinations.

Brian Simmert appeared and gave a brief history on the ordinance amendment in the Town of Delton requested by Scott Morath. Motion by Ashford, seconded by Lehman to approve the amended resolution. Motion carried, 5-0.

Discussion followed regarding the maintenance fee issue. Mr. Tremble explained that it was difficult to get the exact figures and time spent without an in-depth study. The Committee reviewed the maintenance program's percent of compliance and staff time, along with a labor allocation worksheet. It was felt that it would take an excess of time to explain the process to the County Board. All the members of the Committee understood the process and agreed with it.

There was concern if the process was pushed through this year there may be a lot of inaccuracies. It was felt it was better to get the inventory up to date and update the internal computer processes before trying to run the project which would mean waiting and running it next year.

Motion by Ashford, seconded by Gaalswyck to adjourn at 10:00 a.m. Motion carried, 5-0.
