Planning, Zoning and Land Records Committee Minutes


DATE: November 13, 2007

Committee Members Present: Gaalswyk, Sprecher, Ashford, and Wiese.

Committee Member Absent: Lehman.

Others Present: Mark Steward, Mary White, Steve Pate, Lowell Haugen and others.

Chairman Wiese called the meeting to order at approximately 9:00 a.m. and compliance with the open meetings law was noted.

Motion by Sprecher, seconded by Gaalswykto adopt the agenda as presented.
Motion carried, 4-0.

Motion by Ashford, seconded by Gaalswyk to approve the minutes from the October 23, 2007 meeting.
Motion carried 4-0.

Public Comment: None

Communications: None

Mr. Steve Pate, Mapping Supervisor, appeared and gave a brief departmental report. He stated the department would be working on the census program. Addressing records would be checked. The E911 system was still having problems as the wrong specs. were used in setting up the program. Activities and issues, as well as goals and objectives were reviewed.

There were no vouchers for the Mapping Department.

Floodplain elevations and FEMA maps were discussed.

Discussion followed on a document reproduction policy. The Corporation Counsel proposed an amendment regarding the reproduction of records for the entire county. The safety and preservation of the original documents needed to be taken into consideration when duplicating them.

Register of Deeds' report - none.

County Surveyor's report - none.

Mark Steward reported on departmental activity. Forms are being changed with the increase of fees. The department is working on the floodplain ordinance, setback averaging in the shoreland, and a language change in Chapter 7 to permit ag. buildings. Boat house issues were discussed.

The Committee reviewed the committee meeting schedule. Motion by Ashford, seconded by Sprecher to adopt the presented meeting dates.
Motion carried, 4-0.

The next item for discussion was a petition for approval of a rezone from an Agricultural to a Single-Family Residential and Resource Conservancy 5 Zoning District for the purpose of establishing zoning that is consistent with existing and future land uses and to ensure consistent application of zoning regulations by the Town of Spring Green. Mr. Benny Stenner, Town Chairman, gave a brief background on the request. He stated that they planned to come back to the County Board in December with the same petition. Animals and size of buildings were two issues discussed. Proper noticing and identification of the areas involved was discussed. First Addition to Monument Plantation needed to be added to the petition. This will be added and the petition will be brought back to the Committee with it going to the County Board in December.

The Town of Merrimac zoning amendment regarding manufactured home parks and subdivisions was then discussed. The Corporation Counsel has reviewed it. Motion by Sprecher, seconded by Ashford to approve the resolution relating to manufactured mobile home parks and subdivisions.
Motion carried, 4-0.

Discussion followed regarding the Final Development Plan and Final Plat of Poplar Meadows subdivision. It was noted that the road "Poplar Road" needed to be designated "North" and "South". Motion by Ashford, seconded by Gaalswyk to approve Petitions 8-2005 and 9-2005 for the Final Development Plan and the Final Plat of Poplar Meadows, in the Town of Delton.
Motion carried, 4-0.

The Committee then reviewed the application for a conditional use permit to create a 2 acre residential lot in the Town of Westfield by David Delp. Discussion followed on background information. There were two houses on the farm. Exclusive ag. zoning and requirements were discussed. The definition of "farm consolidation" was reviewed. Waiting until the sale is done was discussed. Motion by Sprecher, seconded by Ashford to postpone action on this until the next meeting.
