- Resolution 99-08 Not Waiving Irregularities in McGann Construction Bid. Moved (Alexander/Endres). Attorney David E. Lasker, Sauk County Assistant Corporation Counsel, with legal opinion regarding bid process. Chair Krueger announcement that
representatives from McGann Construction, Inc. and Kraemer Brothers LLC would each be given five (5) minutes to address the Board. No one present from McGann
Construction, Inc. Tom Kraemer, President Kraemer Brothers LLC, addressed the
Board regarding bid process (handout). Discussion regarding same. Vote: AYE: (30)

- HEALTH CARE CENTER BOARD OF TRUSTEES and HEALTH CARE CENTER BUILDING COMMITTEE:
- Resolution 98-08 Authorizing A Contract With Kraemer Brothers LLC For Construction Of The Sauk County Health Care Center. Moved (Bychinski/Carlson).
Discussion regarding pro forma information, estimated cost of operations on new 82 bed building; design; support and opposition to building a new facility. Jeri Zuber and Fred Poehler, Architects with Horty Elving, regarding construction alternatives.
- Moved (Wenzel/Gaalswyk), to amend the resolution to add $262,000.00 back into project costs to add insulated concrete form (ICF) construction. Peter Marggraf,
representative of Cellox LLC, addressed the Board regarding insulated concrete form (ICF) construction (handout). Discussion regarding energy efficiency, R-value, sound reduction; moisture resistance, wind resistance, fire rating, and Energy Wise guarantee. Vote on motion to amend: AYE: (17) Alexander, Ashford, Bach, Borleske, Dippel, Haugen, Kriegl, Lehman, Meister, Sinklair, Stehling, Stoeckmann, Tollaksen, Wenzel, Wiese, Endres and Krueger. NAY: (13) Bychinski, Carlson, Cassity, Fordham, Gaalswyk, Hartje, Huffaker, Montgomery, Netzinger, Posewitz, Sprecher, Stevens, and Volz. ABSENT: (1) Zowin. Motion to amend carried.
- Further discussion in support of, and in opposition to building a new Health Care Center facility.
Motion (Meister/Alexander), to amend the resolution by removing $95,000.00 from
construction costs for manufactured stone. Discussion regarding clarifying the stone is decorative only, and not for structural purposes. Vote on motion to amend: AYE: (22) Alexander, Ashford, Bach, Borleske, Bychinski, Carlson, Cassity, Dippel, Kriegl,
Lehman, Meister, Posewitz, Sinklair, Sprecher, Stehling, Stevens, Tollaksen, Volz,
Wenzel, Wiese, Endres and Krueger. NAY: (7) Fordham, Gaalswyk, Hartje, Huffaker,
Montgomery, Netzinger, and Stoeckmann. ABSENT FOR THIS VOTE: (1) Haugen.
ABSENT: (1) Zowin. Motion to amend carried.
- Further discussion regarding bond rate, and support of resolution.

Sprecher, Stehling, Stoeckmann, Volz, Wenzel, Wiese, Endres and Krueger. NAY: (7) Gaalswyk, Kriegl, Lehman, Posewitz, Sinklair, Stevens, and Tollaksen. ABSENT: (1) Zowin. Original resolution, with amendments, and construction cost of
$12,564,000.00 carried.
