Chairperson Krueger called the meeting to order at 8:00 A.M. and noted compliance with the Open Meeting Law.

Motion by Fordham, seconded by Ashford to approve the amended agenda for today's meeting, including moving item #6 as one of the first items of business.
Motion carried.

Public Comment:

Communications:

Chairperson Krueger indicated receiving information concerning appointments to the MATC governing board.

Krueger also reported attending a recent meeting of the Southwest Technical College, of which Sauk County has an approximate 11% interest. Attendance at meetings in years past by a Sauk County representative has been sparse

Consideration of WIRED Participation:

Chair Krueger advised Committee members of a $5 million training grant recently awarded from the Department of Labor to the Workforce Development Board. Local County Board Chairs have been asked to be part of the WIRED Leadership Caucus, committing to nine meetings over the next three years; the first meeting is scheduled for Wednesday, April 16, 2008.

Discussion followed regarding time and meeting commitments required of an individual who serves in the position of County Board Chair. Supervisor Fordham suggested an informational letter be sent to all Board members detailing these requirements.

Motion by Fordham, seconded by Ashford to approve a declaration that the Sauk County Board Chair will serve on the WIRED Leadership Caucus to focus on developing sustainable talent development solutions.
Motion carried.

Consideration of Rules of the Board:

Committee members reviewed the March 14, 2008 draft revision of the Rules of the Sauk County Board of Supervisors. The following Supervisors were in attendance and voiced their concerns:

Discussion continued on the latest draft revision of the Rules of the Sauk County Board of Supervisors. Motion was made by Krueger to allow the standing committee structure portion of the rules to remain in the current format, with no changes. This motion did not receive a second.

The Committee recessed from 10:20 a.m. to 10:30 a.m.

Discussion resumed, with each Committee member voicing individual concerns regarding the changes being considered. Motion by Krueger, seconded by Fordham to retain an individual Finance and Personnel Committee with an inclusion in the language description which instructs these committees to meet jointly to implement strategic staffing changes.
Motion carried.

Motion by Krueger, seconded by Wenzel to allow the Parks Department to remain under the oversight of the Highway Committee with an inclusion in the language description of this committee to include implementation of the five year parks plan, currently in development.
Motion carried.

Motion by Stevens, seconded by Wenzel to retain a five member Law Enforcement & Judiciary Committee with Emergency Management reporting to this oversight committee.
Motion carried.

The Acting Corporation Counsel will redraft the rules, incorporating motions and other minor language changes offered today for presentation at the April 15, 2008 organizational meeting of the Sauk County Board of Supervisors.

Motion by Ashford, seconded by Stevens to adjourn. Motion carried and the meeting adjourned at 12:15 p.m.
