The meeting was called to order by Chairperson Bychinski at 1:00 PM. Certification of open meeting compliance was given. Motion by Bach, second by Fordham to adopt the agenda. Motion carried. Motion by Fordham, second by Wenzel to adopt the minutes of previous meetings September 24, 25, 29, and October 9, 10, 17, and 21, 2008. Motion carried.

Krueger distributed a letter mailed to Library Board dated January 15, 2007.
Beghin distributed the Human Services reports that had not been included with the agenda. Questions concerning the information on the Home Care reports, request to have them come to next month's meeting. Motion by Krueger to receive the reports, second by Fordham. Motion carried.
Beghin distributed flood information. Highway Dept. has updated the costs for county roads and infrastructure to be $1.1 million.
Beghin commented the ordinance is based on numbers presented to County Board October 21, 2008. Potential issues for the County Board meeting on November 12, 2008 were discussed. Motion by Krueger to advance the Ordinance Establishing Taxes to be Levied in Sauk County for the Year 2009 to the County Board, second by Wenzel. Motion carried.
Beghin reviewed the County financial reports as of the end of September. Sales tax appears still in good shape. Volatility of sales tax revenue in current economic times was discussed. Although the sales tax through the month of August is cumulatively 4.07% above last years collections, a down turn is expected.
Due to timing of meeting prior to month end, Carignan has no reports for the Committee at this time. Motion by Krueger to postpone her update to the November 12, 2008 meeting, seconded by Fordham. Motion carried.
The request for proposal for investments was discussed. Three banks responded: M&I, Associated, and Wells Fargo. Committee members expressed interest in reviewing and hearing from the banks at a Finance Committee meeting.
Beghin pointed out the highlights of the Accounting Department's recent activity. Motion by Krueger, second by Bach to approve payment of the Accounting invoices in the amount of $98.99 and the County invoices in the amount of $1,054,308.31. Motion carried.
The next meeting November 12, 2008 at 4:30 PM. Motion by Krueger, second by Fordham to adjourn the meeting. Motion carried.
