The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, January 8, 2008, at 9:30 A.M., in room D102A-Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

Motion by Montgomery, seconded by Tollaksen, to approve the minutes of the regular Law Enforcement Committee meeting held on Tuesday, December 11, 2008, with the inclusion of the amendment to add “an inmate census report that would include counting each inmate in each residential unit in the Sauk County Jail every day, and reporting this information to the County Board each month. The expanded census report would also include separating the inmate totals by gender and source of inmate,” and further to add to the minutes, "Sheriff Stammen verbally denied the request, before he told her to make her request in writing."

A second letter was from a student at Weston High School thanking Sergeant Aaron Kirby for his presentation on drinking and driving.
Supervisor Wheeler passed out copies of a memo directed to Sheriff Stammen and Captain Hafemann in response to Captain Hafemann’s written reply to her written request for the creation of an expanded jail census report.
Shelter Director Wendy Schneider thanked the committee for their support and stated she was very appreciative of the County Board passing the resolution at the December County Board of Supervisors Authorizing Agreement Between the County of Sauk and the Sauk County Humane Society.
The Shelter took in 1,855 animals in 2007 which was an increase of over 200 more than in 2006. There were nine bite bases in the month of December. The animal technician students at MATC came and took 14 animals that will be used for their classes. The students learn to handle the animals for medical procedures and the animals are socialized and put up for adoption at the end of the class. Schneider said almost without exception homes are found for the animals and they’re given free spaying and neutering as well. The Dane County SOS will be coming to the Sauk County Animal Shelter the first Friday of each month to do free spaying and neutering.
Motion by Montgomery, seconded by Tollaksen, to approve payment of the December, 2007, bills for the Coroner in the amount of $480.19.

The Sheriff’s Department’s bills were reviewed and discussed. Supervisor Sinklair expressed frustration with the printout because an overlap of the vendor’s names in some cases covers part of the description of the purchase. The problem will be addressed and corrected.
Sheriff Stammen related information to the committee on some year-to-date figures as shown on the year-to-date budget report. There are a number of bills that will still be coming in and the final totals for the year will probably not be known until March 1, 2008.
Motion by Sinklair, seconded by Tollaksen, to approve payment of the Sheriff’s Department’s December, 2007, expenses in the amount of $134,331.13,

Motion by Montgomery, seconded by Tollaksen, to authorize the solicitation of bids for purchase of a 2008 four-wheel-drive vehicle.

Chief Deputy Meister and Lieutenant Jeff Spencer examined the bids from all the dealers to establish all were for the same specifications. All bids were for the specifications requested.
Motion by Tollaksen, seconded by Montgomery, to accept the bid of Ballweg Ford of Sauk City for the purchase of eight Ford Crown Victoria Police Interceptors at an after trade cost of $148,676, and to take the resolution for the purchase to the Sauk County Board of Supervisors at the January 15th, 2008, meeting.

The monthly report on programs offered in the jail and participation in the programs was passed out by Captain Hafemann. Also presented was a graph showing the average daily population information from 1979 through 2007. The graph presented the number of Sauk County inmates and those from other jurisdictions separately.
The booking offense report was also handed out.
The electronic monitoring data for December wasn’t available.
In December, 2007, Dane County was billed $91,687 for housing of inmates and $4,988 for medical expenses of Dane County inmates. It’s anticipated that housing inmates from other jurisdictions will exceed projected revenues for 2007 by approximately $11,000.
One Security Deputy fell on a wet floor in December. There was no injury or loss of work time.
The committee received a report generated by the Communication Center Supervisor showing a break down of the calls for service for the month of December, as well as a four year comparison of the number of calls.
There were 15 traffic fatalities in 2007, Lt. Jeff Spencer gave the committee the report on the determined causes of the fatal accidents, alcohol and excessive speed, or a combination of both, being the most common contributing factors.
Sauk County has received a $10,000 grant in 2008 for enforcement of seat belt usage compliance. At this time there is no indication that Sauk County will be included in any speed or alcohol enforcement grants. Lt. Spencer said he’s still working on trying to be included in some grant monies.
There were 67 prisoner transports in December, bringing the total for 2007 to 1,386.
Deputies served 3,070 civil process papers in 2007.
One patrol deputy filed a Triple III for an abrasion to the hand while arresting a combative subject.
There were 1,797 hours of paid overtime incurred in December, 2007, and 278 hours of compensatory time accrual, There were 123.5 of overtime paid to supervisors.
