The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, April 8, 2008, at 9:38 A.M., in room D102A-Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

1. Call To Order and Certification of Open Meeting Law : The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:38 A.M.
2. Agenda : Motion by Montgomery, seconded by Tollaksen, to adopt the agenda. Motion carried.
3 . Approve Minutes of Previous Meeting : Motion by Sinklair, seconded by Tollaksen, to adopt the minutes of the March 11, 2008, meeting. Motion carried.
4. Communications : There were no communications.
5. Public Comment : There was no public comment.
6. Appearances : There were no appearances.
7. Sauk County Animal Shelter Operations Update
Shelter Director Wendy Schneider passed out the Director's Report for March, 2008. The committee was updated on activities that will be included in the annual fund raising Dog Walk on May 3, 2008.
There were seven bite cases in March and she reported that animal surrenders are increasing. Schneider attributes that to people not being able to afford to care for the pets and changes in housing for people to places where pets aren't allowed.
8. Review and Approval of March, 2008, Bills for Coroner and Sheriff's Department : The Coroner's bills for the month of March, 2008, totaled $2,612.61.
Motion by Tollaksen, seconded by Montgomery, to approve payment of the March, 2008, bills for the Coroner in the amount of $2,612.61. Motion carried.
The Sheriff's Department's bills were reviewed and discussed. Committee member Sinklair said he wanted the minutes to reflect that he objected to any inmates watching any television programs except educational programs.
Motion by Tollaksen, seconded by Montgomery, to approve payment of the Sheriff's Department's expenses for March in the amount of $148,619.73. Motion carried.
9 . Consideration of Resolution Commending Leigh M. Wille for Thirty-two Years of Faithful Service to the People of Sauk County :
Motion by Tollaksen, seconded by Sinklair to approve the resolution Commending Leigh M. Wille for Thirty-two Years of Faithful Service to the People of Sauk County . Motion carried.
10 . Consideration of Resolution Commending Charles E. Schreiber for Twenty-two Years of Faithful Service to the People of Sauk County :
Motion by Montgomery, seconded by Sinklair to approve the resolution Commending Charles E. Schreiber for Twenty-two Years of Faithful Service to the People of Sauk County . Motion carried.

11 . Sheriff's Report:
The committee was given a report on jail programs for March, 2008, and the number of participants in the various programs. A work crew from the Huber Center continues to work at the Sauk County Highway Shop in West Baraboo, doing outside chores and unskilled labor jobs. Stevens reported that the work done by the Hubers isn't conflicting with duties that should be done by regular union members at the Highway Department. The duties done by the Huber inmates were approved by the bargaining unit.
Board of inmates from other jurisdictions for 2008 year-to-date is $180,470.22. As of today's date there are 93 DOC inmates being housed, along with 47 Dane County inmates.
The March calls for service coming into the Dispatch Center was reported.
There will be a replacement Food Service Director from the inmate meal contractor, Consolidated Food Service. The current director was relieved of his duties due to an arrest for drug charges.
The matter of video conferencing was revisited. Sheriff Stammen reported that the local judges are waiting until the Wisconsin Supreme Court makes a determination on how and in what circumstances video conferencing meets the legal rights of accused persons.
There were 88 prisoner transports in January, 89 in February and 90 in March, bringing the year-to- date total to 267.
There were two collisions between squad cars and deer in March.
Overtime for January was 1,256 paid hours and 616 hours of compensatory time accrued.
February paid overtime was 636 hours and 301 hours of compensatory time accrual.
March supervisory overtime was 75.5 hours; 23 for holidays worked, 14.5 for special teams activities and 38 for mandatory inservice training.
Detective Scott Dadam was authorized for a four-day leave of absence to attend training in the military chaplaincy program.
One of the newly hired jailors resigned after a few days to return to her previous employer.
At the May meeting the committee will take the jail tour and eat lunch from the jail kitchen.
Sheriff Stammen presented outgoing committee member Joan Wheeler with a Sauk County Sheriff's Department plaque in appreciation of her service on the Law Enforcement Committee.
Chair Stevens thanked the committee members individually for their hard work and dedication.
