A special meeting of the Sauk County Law Enforcement & Judiciary Committee was held on Thursday, September 4, 2008, in Room D102A of the Sauk County Law Enforcement Center, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

1. Call To Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 5:00 P.M.
2. Agenda: Motion by Tollaksen, seconded by Sinklair, to adopt the agenda. Motion carried.
3. Discussion and Approval of 2009 Sheriff’s Budget Request:
An overview of the 2009 budget was undertaken. The matter of declining revenues in several accounts was explained and the committee was informed how the projections were arrived at in each case.
Administrative Coordinator Kathy Schauf said that based on the latest figures from the state the amount of increase allowed for the overall Sauk County budget is somewhere around 3% and that the cost of 2009 health care provision is also lower than expected.
The budget forms were reviewed and explained by Financial Analyst Jessica Fry and Sheriff Stammen. The committee was informed on how each expense account was either decreased or increased and all questions were answered as the review continued. It was also noted that the budget was written with the addition of another patrol deputy.
This year the budgets for the Disabled Parking Committee and the Animal Shelter have been placed into the Sheriff’s budget instead of being separate items as they have been in the past.
The final review and discussion on the 2009 budget request is scheduled for late in September and by that time it’s hoped the health insurance costs will be firm and that further information will have been received from the Department of Corrections as to the feasibility of holding more state prisoners. Sheriff Stammen also told the committee federal inmates are now being held in our jail and at present we’re housing 14 federal inmates and we’re reimbursed $54.96 per day per inmate for housing them.
It was noted that the loss of revenue to the county if Unit A were to close would result in a 16.2 percent increase in expenses.
Chair Stevens said the budget appeared to have been thoughtfully prepared and stated he thought it was a good budget.
A brief discussion on the possibility of building a new range house on the land fill site was discussed, and some possible costs were discussed.
Motion by Sinklair, seconded by Tollaksen, to approve the budget request and to send it on the Finance Committee for consideration.
