The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, September 9, 2008, at 9:30 A.M., in room D102A-Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

1. Call To Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 09:30 AM.
2. Agenda: Motion by Montgomery, seconded by Tollaksen, to adopt the agenda. Motion carried.
3. Approve Minutes of Previous Meeting(s): Motion by Sinklair, seconded by Sprecher, to approve the minutes of the regular Law Enforcement Committee meeting held on Thursday, July 10, 2008. Motion carried.
4. Communications:
Copy of Resolution 03-2008 passed by the Town of Greenfield reference the flow of Clark Creek.
Letter to the District Attorney’s Office from Larry Bracey reference the shooting incident involving his brother. Letter of response from DA Pat Barrett stating the investigation was completed by DCI and that she found no basis for any further action.
Jail Inspection was completed on September 4, 2008. the inspection went very well.

7. Sauk County Animal Shelter Operations Update:
The animal counts for August were 75 dogs taken in and 70 dogs out. There were 97 cats taken in and 108 cats out. The Animal Control Officer took 84 calls, 10 of which were bites cases. Out of the 10 bite cases, 2 dogs and 2 cats were quarantined at the shelter, 3 dogs and 3 cats at home
The UW Dog Jog is set for September 14, 2008.
8. Review and Approval of August, 2008, Bills for Coroner and Sheriff’s Department: Motion by Tollaksen, seconded by Sinklair, to approve payment of the August, 2008, bills for the Coroner in the amount of $3,467.23. Motion carried.
Motion by Tollaksen, seconded by Sinklair, to approve payment of the Sheriff’s Department’s August , 2008, expenses in the amount of $144,990.43. Motion carried.
9. Consideration and approval of resolution Authorization to Purchase 2009 Ford Crown Victoria Replacement Squad Car Under Emergency Procedures.
Motion by Tollaksen, seconded by Montgomery, to approve the purchase of the 2009 Ford Crown Victoria from Kayser Ford. Motion carried.
10. Sheriff’s Report:
a) Jail Report
There were 430 days of electronic monitoring in August with a total of 20 inmates involved. Equipment lease expenses were $2,365.00 and revenues were $7,310.00, leaving a credit of 4,945.00 over expenditures.
M. Hafemann discussed the new program of day reporting. This program is budgeted for the 2009 budget year. This program helps Huber inmates with reentry into society. Inmates will work directly with a case worker from Sauk County Human Services.
In the month of August, Dane County was billed $40,601.94. United States Marshals Office was billed $2,161.32. Wisconsin DOC was billed $143,367.56 and the Extended Supervision Probation and Parole program was billed $2,264.24. The year-to-date revenues for housing out-of-county inmates is $1,185,741.02.
b) Communication Center
Testing has been completed for the Communication Center. Oral Interviews will start soon.
c) Field Services Report
There were two traffic fatalities, one on August 22 and one on August 28, bringing the traffic fatalities to seven.
There were 129 prisoner transports in August, brining the year-to-date total to 889.
July Housing Cost for Juvenile Secure was $3,675 and the transportation costs were $2,643.78
d) Administration Report
Detective Mike Foster has resigned to accept employment with M & I Bank in Minnesota.
There were 1,642 hours of overtime in August;
There were 100 hours of supervisory overtime.
There were 2 Triple III reports for August; a jailor slipped on a wet floor in the Jail; no medical care needed. The County’s Motor home was damaged during CIN Team practice. The motor home received a large scrape down the side from a guard rail.
