The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, October 14, 2008, at 10:00 A.M., in room D102A Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

1. Call To Order and Certification of Open Meeting Law : The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 10:00 A.M.
2. Agenda : Motion by Montgomery, seconded by Tollaksen, to adopt the agenda. Motion carried.
3 . Approve Minutes of Previous Meeting : Sinklair stated that the budget which was sent forward to the Finance Committee after a special meeting of the Law Enforcement Committee did not contain complete information. The minutes of the special meeting state that the committee approved the budget and sent it forward to the Finance Committee. The budget sent forward did not contain hard figures for the 2009 costs for health insurance and Sinklair contended that the budget request couldn't be approved because it wasn't complete. It was noted by Corporation Counsel Kleczek that all budget development for all departments follow the same procedure and that the estimate for insurance projections is always made on the high end. Sinklair stated he did not want the minutes of the special meeting to be amended, only to have this month's minutes reflect his concerns.
Motion by Sinklair, seconded by Tollaksen to adopt the minutes of the special meeting held on September 4, 2008, and the minutes of the regular meeting held on September 9, 2008. Motion carried.
4. Communications : A packet containing several communications were handed out to the committee members by Chief Deputy Meister. There were no questions on the items handed out.
5. Public Comment : There was no public comment.
6. Appearances : There were no appearances.
7. Sauk County Animal Shelter Operations Update
Shelter Director Wendy Schneider passed out the Director's Report for September, 2008. Animal numbers continue to be high. On November 2, 2008, the Shelter will have an open house. Art projects done by inmates will be displayed at the open house.
8. Review and Approval of July, 2008, Bills for Coroner and Sheriff's Department :
Motion by Tollaksen, second by Sinklair, to approve payment of the Coroner's expenses for September, 2008, in the amount of $1,903.60. Motion carried.
The Sheriff's Department's bills were reviewed.
Motion by Montgomery, seconded by Tollaksen, to approve the September, 2008, bills in the amount of $164,695.48. Motion carried.
9 . Consideration and Approval of Resolution Denying Claim of Andrew Riviere : This is a joint resolution of the Executive & Legislative Committee and the Law Enforcement & Judiciary Committee.
Motion by Tollaksen, seconded by Montgomery, to approve Resolution Denying Claim of Andrew Riviere. Motion carried.
10. Consideration and Approval of resolution Approving a Request to Apply for Aid to Law Enforcement With Wisconsin Ho-Chunk Lands Within Sauk County :
Motion by Montgomery, seconded by Sinklair, to approve the resolution Approving a Request to Apply for Aid to Law Enforcement With Wisconsin Ho-Chunk Lands Within Sauk County and to take the resolution forward to the Sauk County Board of Supervisors at the October, 2008, meeting. Motion carried.
11 . Update On Secure Housing of Juveniles in the Dane County Juvenile Detention Facility : In the near future Sauk County will house juveniles ordered to secure detention at the Dane County facility. The per-day cost is less than LaCrosse County Secure Detention where juveniles are presently being housed and the transport costs will be approximately half because of the lesser distance to Madison.
12. Discussion of 2009 Budget Request of the Sauk County Sheriff's Department : The committee was apprised of the changes made to the 2009 budget request by the Finance Committee and the Personnel Committee. Committee member Sprecher asked if a fact sheet on the range could be prepared for distribution to the County Supervisors. He said there are misconceptions about the need for the range and its programs, along with misinformation on the cost to bring it into compliance with Sauk County Ordinance.
13. Consideration and Possible Approval of resolution Authorization to Increase Fees for Open Records Materials by the Sauk County Sheriff's Department : The only increase in fees are for paper records due to increases in copy machines, staff time and paper.
Motion by Tollaksen, second by Montgomery, to approve the resolution Authorization to Increase Fees for Open Records Materials by the Sauk County Sheriff's Department and to take the resolution forward to the Sauk County Board of Supervisors at the October, 2008, meeting. Stevens, Montgomery, Tollaksen and Sprecher voted to approve and Sinklair voted against the resolution. Motion carried.
14 . Jail Report : The year-to-date revenue for housing out-of-county inmates is $1,374,479.05. There were 310 inmate boarding days in September for electronic monitoring and 20 inmates participated in the program. The cost of leasing the equipment was $1,705 and the income was $5,270, leaving a revenue of $3,565.
The inmate program report for June, July, August and September was handed out.
15. Administrative Report : There were 161 transports in September.
The September Dispatch calls for service report was handed out.
There were 10.5 hours of supervisory overtime in September, 2008.
Gab Trinrud, a jailor, has resigned. Two new telecommunicators have been hired. One will begin employment in October and the other in early November.
16. Field Service Report : The Sauk County Sheriff's Department expects to receive a highway safety grant in 2009 of $26,210.16 for traffic enforcement in the Town of Fairfield and the Town of Delton.
There was one Triple III report in September involving a squad car that slid off the road near a culvert.
A jail clerk, who was formerly a patrol deputy, has been subpoenaed to appear in Texas this month as a witness in a murder trial.
17 . Adjourn To Date Specified: The next regular meeting of the committee was scheduled for November 11, 2008.
Motion by Tollaksen, seconded by Montgomery, to adjourn the meeting. Motion carried.
