ORDER OF BUSINESS:

The meeting was called to order by Chair T. Meister at 8:15 A.M. and was certified to be in compliance with the Open Meetings Law.

AGENDA:

Motion by H. Netzinger, second by P. Tollaksen to adopt the agenda.
Motion carried.

MINUTES:

Motion by P. Tollaksen, second by H. Netzinger to approve the December 14, 2007, regular business meeting minutes of the Personnel Committee as mailed.
Motion carried.

COMMUNICATIONS:

None.

AFSCME Local 3148 - Grievance hearing (No. 09-13) regarding employee disciplinary action.

AFSCME Local 3148 - Grievance hearing (No. 09-19) hearing regarding Article 10.09.

Non-Represented - Grievance hearing regarding employee disciplinary action.

M. Koehler provided the Committee with handouts of the contract language referenced in the AFSCME grievances and information pertinent to the non-represented grievance. Motion by P. Tollaksen, second by H. Netzinger to enter into closed session pursuant to Wis. Stats §19.85(1)(c) to consider financial, medical, social, or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where paragraph (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Employee grievances. Closed session to include: M. Koehler, D. Rydberg, C. Bodendein, B. Moberly, S. Leatherberry, F. Brooks. Roll call vote was taken, Meister - aye, Tollaksen - aye, Netzinger - aye, Alexander - aye.
Motion carried.

Motion by H. Netzinger, second by S. Alexander to reconvene in open session. Motion carried.

Motion by P. Tollaksen, second by H. Netzinger to deny Grievance (No. 09-13). Motion carried.

Motion by P. Tollaksen, second by S. Alexander to deny Grievance (No. 09-19). Motion carried.

Motion by P. Tollaksen, second by H. Netzinger to deny the Public Health non-represented employee grievance as presented.
Motion carried.

HEALTH CARE CENTER:

D. Rydberg, Acting Nursing Home Administrator, presented information regarding staffing patterns for the Health Care Center. Specifically the necessity to possibly obtain additional part time staff and moving to block staffing schedules. The current staffing patterns are presently under review to evaluate for additional efficiencies.

DEPARTMENTAL UPDATES:

M. Koehler distributed the activity report for the month of December including recruitments, benefits, EAP activities and meetings summary.

Vouchers in the amount of $2,887.15 and $6,391.00 were presented for payment. Motion by P. Tollaksen, second by H. Netzinger, to approve the report as presented and authorize the payment of vouchers.

Motion by T. Meister, second by P. Tollaksen, to adjourn until 8:15 A.M. Friday, February 8, 2008.
