ORDER OF BUSINESS:

The meeting was called to order by T. Meister at 8:16 A.M. and was certified to be in compliance with the Open Meetings Law.

AGENDA:

Motion by C. Montgomery, second by P. Tollaksen, to adopt the amended agenda. Motion carried.

MINUTES:

Motion by S. Alexander, second by H. Netzinger, to approve the June minutes as sent. Motion carried.

COMMUNICATIONS:

None.

MIS:

MIS Director, S. Pate presented the Committee with a revised, draft copy of the Technology Usage Policy. Patereviewed the significant changes, explained the reasons for revisions and asked for questions or comments. Motion by C. Montgomery, second by P. Tollaksen to approve the Technology Usage Policy as presented. Motion carried.

LAND CONSERVATION:

Consideration of a market adjustment for the Resource Conservationist. County Conservationist, J. VanBerkel addressed the Committee explained that due to the language in the Personnel Ordinance and the longevity the employee with Sauk County the internal promotion approved by the Committee in May provided the employee with a .02 an hour increase. Based upon the incumbents experience and knowledge, a request is being made for a market adjustment for the new Resource Conservationist to move from Grade 13, step 2, to Grade 13 step 4. Motion by P. Tollaksen, second by S. Alexander to approve a market adjustment for M. Stanek from Grade 13, step 2, to Grade 13 step 4, retroactively to date of promotion. Motion carried.

HEALTH CARE CENTER:

Health Care Center Administrator, K. Gochanour is requesting authorization for a staff nurse to attend a training in Indianapolis, IN. The training is in excess 300 miles and therefore requires approval of the Personnel Committee. Motion by H. Netzinger, second by S. Alexander to approve the out-of-state travel of a Health Care Center, staff nurse in excess of 300 miles. Motion carried.

Possible closed session pursuanttoWis. Stats. § 19.85(1)(f) Considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Employee grievance.

Motion by P. Tollaksen, second by C. Montgomery to enter into closed session pursuant to Wis. Stats. § 19.85(1)(f) and to include Koehler, Briggs, Moungey, Palek, in the session. Roll call vote was taken: Meister - aye, Tollaksen - aye, Alexander - aye, Montgomery - aye, Netzinger - aye. Motion carried.

Motion by C. Montgomery, second by P. Tollaksen to reconvene in open session. Motion carried.

Motion by C. Montgomery, second by P. Tollaksen to deny the grievance. Motion carried.

UW-EXTENSION - SUMMER INTERN WAGE RATE CORRECTION:

J. Briggs explained in August of 2007, the Committee discussed and approved an increase in the hourly rate for the 4-H Summer Intern position to $10.00 per hour, however the action was never properly reflected in the approved Personnel Committee minutes. The Accounting Department is requiring minutes reflecting the action prior to paying the increase. Motion by S. Alexander, second by P. Tollaksen to authorize an increase in the hourly rate of U. W. Extension 4-H Summer Intern to $10.00 per hour. Motion carried.

DEPARTMENTAL UPDATE:

M. Koehler distributed the activity report for the month, highlighting the following items and dates:

July 22, 2008 DWD Probable cause hearing,

July 23, 2008, exchange initial proposals with AFSCME for the Health Care Center bargaining agreement and August 6, 2008, exchange initial proposals for the W.P.P.A/LEER (Clerical) bargaining agreement .

Motion by P. Tollaksen, second by H. Netzinger to accept the departmental update as presented. Motion carried.

A special meeting of the Personnel Committee to discuss a moratorium on filling vacant positions will be called prior to the next meeting of the meeting of the County Board on July 15, 2008.

Motion by C. Montgomery, second by H. Netzinger, to adjourn until 8:15 a.m. Friday, August 1, 2008. Motion carried.
