1. Meeting called to Order by Chairman Hartje. Present: Hartje, Meister, Volz, Gaalswyk and Sprecher.

2. Adopt Agenda. Motion by Volz, seconded by Meister.

3. Adopt Minutes of Previous Meeting. Motion by Meister, seconded by Volz.

Motion carried.

4. Public Comment.

Marvin Ruhland and Quirin Klink, MSA, presented their firm for future consideration and discussed local bridge issues.

6. Department: Parks

a. Review and Approval of Vouchers. Discussion followed. Motion by Meister, seconded by Sprecher to approve September 2008 bills in the amount of $ 7,042.64.

Motion carried.

b. Consideration of Resolution Authorizing The Sale Of All Or Part Of The Sauk County Community Forest To Ensure The Availability Of Funds For Dam Repairs In 2009.

Discussion followed.

Motion by Volz, seconded by Gaalswyk to table Resolution and work with the Town of Spring Green within the next 6 months to better align the future plans of Sauk County and the Town of Spring Green.

Motion carried.

c. Review Final Draft of Comprehensive Outdoor Recreation Plan To Be Presented To County Board. Discussion followed.

Motion by Hartje, seconded by Meister to approve the Comprehensive Outdoor Recreation Plan as presented with the following language struck as pertaining to County Forests - Spring Green: "Enroll in the County Forest Program to make eligible for management/improvement grants."

Motion carried.

Motion by Meister, seconded by Volz to further approve the Comprehensive Outdoor Recreation Plan with prior amendments and with the following language to be struck as pertaining to Hemlock Park: "Enroll in the County Forest Program."

d. Discuss Mirror Lake and Redstone Dam Repair Projects.

No Action.

e. Open Bids For Sale of 1990 F150 Pickup Truck.

2 Bids were received for the 1990 F150 Pickup Truck.

Motion by Gaalswyk, seconded by Meister to award Daniel R. Busse the bid for the 1990 F150 Pickup Truck in the amount of $ 350.00.

f. Consider Removal of Change House at Redstone Beach. Discussion followed.

Motion by Sprecher, seconded by Volz to approve removal of Change House at Redstone Beach.

Motion carried.

g. Discuss Finance Committee Recommendations for 2009 Budget. Discussion followed.

7. Department: Highway

a. Review and Approval of Vouchers. Discussion followed. Motion by Gaalswyk, seconded by Meister to approve September 2008 bills in the amount of $ 456,020.18.

b. Review and Approval of Employee Requests for Vacation Carryovers.

James Kellner - 46 hours Richard Puskala - 39.50 hours

Kenneth Radke - 70 hours James Zufall - 87.50 hours

Steven Montgomery - 14 hours

Motion by Volz, seconded by Gaalswyk to approve employee requests for vacation carryover.

c. Discussion and Possible Action on Resolution Regarding the Jurisdictional Transfer of Highway 12 and Memorandum of Agreement Changing the State Trunk Highway System Approximately 2.5 Miles, per Wis.Stat.§84.03(3). Discussion followed.

Motion by Sprecher, seconded by Gaalswyk approve Resolution Setting $30,000.00 Limit on Equipment Purchases.

f. Approve Attendance at WisDOT SW Regional Fall Meeting.

Motion by Meister, seconded by Volz to approve attendance at WisDOT SW Regional Fall Meeting. Meeting scheduled for Friday, November 7, 2008 at the Barn Restaurant in Prairie Du Chien..

g. Schedule Highway Committee Fall Road Inspection Tour.

Meeting scheduled for October 24, 2008 @ 7:30 a.m. at the Viking Restaurant, Reedsburg.

h. Discuss New Salt Shed in Lake Delton.

i. Discuss County and State Highway Construction Projects for 2008.
