LAW ENFORCEMENT & JUDICIARY, FINANCE and PERSONNEL:

Resolution 77-09 Recommending Continuation Of Jail Operations Utilizing Jail Unit A. Moved (Stevens/Carlson). Discussion regarding information on handout from the Sheriff's Department regarding average Jail population; proposed contract with the State of Wisconsin Department of Corrections; revenues vs. expenses; jurisdictional income; and ongoing review of Jail operations.

Chair Krueger stated that per Rules of the Board , debate by Supervisors would be limited to three minutes: RULE VI. PROCEDURE . C. Any member wishing to speak to a question shall be permitted to do so at least once, and a motion for the previous question shall not be in order until every member has had such opportunity. No member may speak twice on any question until every member choosing to speak has spoken; nor shall any member, or other person, speak more than three minutes upon being recognized on a question.

Discussion regarding 2009 Jail operation projections; and regular reporting of Jail operations.

Motion (Kriegl/Halfen), to amend the resolution by deleting from paragraph seven (7): "the Department of Corrections contract ", and replace with: " Pod A in terms of income and expenses added by Pod A over and above what could be achieved without the operation of Pod A", so that the paragraph reads:

BE IT FURTHER RESOLVED, that the performance of Pod A in terms of income and expenses added by Pod A over and above what could be achieved without the operation of Pod A, will be reviewed by the County Board no later than the availability of 2009 audited financial reports in June 2010, with any substantial changes made no later than through the 2011 annual budget process.
