The meeting was called to order and certification of Open Meeting compliance was given at 6:30 p .m. The agenda was approved on a motion by Stevens, second by Lehman, and a unanimous vote of the Committee.

 

Public Comment: None

Communications: Krueger noted emails from KDL and will be reporting under the listed business item.

The meeting minutes from prior meetings were approved on a motion by Gaalswyck, second by Dippel. Motion carried.

Business Items

Consideration of the Workforce Education Summit II.

Motion by Lehman, second by Stevens to approve attendance by committee members at the Workforce Education Summit II. Motion carried . Two committee members will be attending.

Consideration of the Recovery Zone Economic Development Bonds / Recovery Zone Facility Bonds.

Schauf will research and report back at the next committee meeting.

Consideration of fiber rate structure. Update on Kentucky Data Link . Stieve updated on work on development of the lease rate. This included a start point of $16.88 per mile/per fiber/ per month. Applied a three percent escalator and discounts for 20, 10 and 5 year lease terms (45%, 30% and 15% respectively). We will continue to work with KDL and will have a joint committee meeting to finalize the details. Tentative joint meeting date of November 9, 2009 at 8a.m.

Update on Merrimac Bridge Study . Krueger reported on the status of the report. It is not currently available.

 

Conference update by Joel Gaalswyck . Gaalswyck updated the committee on conference details, site selection for attraction of new business. Readiness of county to attract new businesses. Symbiotic relationship between community and economic development initiatives. Vision makes economic development easier.

Update on EDA grant application . Additional information on engineering and environmental narrative have been provided to the EDA. We are awaiting a determination on metes and bounds requirement, and will be ascertaining funds necessary for archaeological study necessary to complete the research required by the Wisconsin State Historic Preservation Officer. Motion by Stevens, second by Dippel to approve crafting a resolution to cover the cost of an archaeological study of fiber to meet grant requirements. Motion carried .
