Others present: Kathy Schauf, Kerry Beghin, Paul Endres, Art Carlson, Kim Gochanour, various members of governmental units in Sauk County

The meeting was called to order by Chairperson Bychinski at 6:15 PM. Certification of open meeting compliance was given. Motion by Krueger, second by Wenzel to adopt the agenda, moving the Health Care Center presentation to the beginning of the meeting. Motion carried.

Welcome and introductions

Chairman Bychinski welcomed the group and led introductions of all present.

Overview of Health Care Center (HCC) building progress

Kim Gochanour, HCC Admininstrator, described the size and amenities that will be available in the new facility. Paul Endres, HCC Board of Trustees and Building Committee Chair, affirmed that the project is moving along on time and within budget. Steve Bach, HCC Foundation Treasurer, described the need for donations to fund items that are not included in the basic construction budget.

Discussion of local government strategic issues and Local government current issues and concerns

County Board Chair Marty Krueger emphasized the County's wish to facilitate an open discussion between all of the units of government within the County. Strategic issues' definition and attributes were reviewed. Major topics of discussion included: broadband expansion; continued collaboration and response to long-term issues related to 2008 floods such as mold, health concerns, continued road repairs, and groundwater; clean sweep; statewide voter registration; funding for treatment of mental illness; public safety and adequate prosecution; highway maintenance and snow removal; horseshoe damage to roads; training requirements for local volunteer emergency responders; prevailing wage; residences with informal junkyards; zoning enforcement with cottage industries and wood burning; wind turbines ordinances; property taxes on homesteads; property devaluation and reassessment requirements, particularly in light of economy; future of rail; library funding; and small business issues including zoning, prevailing wage, and use of internet.

Overview of CDBG loan and grant programs

Kathy Schauf, Administrative Coordinator, described funds available and terms of lending/grants. Those present were encouraged to access the County's website for more details or contact Kathy directly.

Motion by Wenzel, second by Bach to adjourn the meeting. Motion carried.
