Land Conservation Committee Minutes

Meeting called to order by Chair Wiese at 10:50 a.m. It was certified that the requirements of the open meeting law have been met. Present were Borleske, Kriegl, Posewitz, Puttkamer, and Wiese from the Committee; Van Berkel and Pohle-LCD. Zowin was absent.

Adopt agenda: Motion by Posewitz/Wiese to adopt the agenda. Motion carried, all in favor.

Adopt minutes of previous meeting: Motion by Posewitz/Kriegl to adopt the minutes of the regular LCC meeting on August 13. Motion carried, all in favor.

Public comment: None.

Communications: None.

Review and approval of vouchers: Voucher summaries were distributed to the Committee members. Motion by Posewitz/Puttkamer to approve bills in the amount of $20,287.20. Motion carried, all in favor.

Notification of grant for Clark Creek study: Van Berkel informed the LCC that we will receive $30,000 through DNR from stimulus funds to look at ways of preventing future flooding at Clark Creek. The amount is not enough for a complete study, but staff will look into options for effectively using the funds. Some of the work could be done in-house by the LCD Engineer.

Consideration and possible approval of grant application for 2010 Clean Sweep: Van Berkel noted that the state budget includes grants for Clean Sweep. The county budget includes funds, but a grant could be used to expand efforts and move the county toward a regularly scheduled event. The present plan is to limit the event to hazardous wastes. There have been more options becoming available for tires, appliances and electronics disposal. Applications are due before the next meeting so preliminary approval to apply for the 2010 Clean Sweep grants was approved on a motion by Borleske/Posewitz. Motion carried, all in favor.

Consider endorsement of legislation authorizing designation of Karst Management Area: Karst is the fractured limestone bedrock found in the driftless area of Sauk County and elsewhere throughout the state. The northeast counties with severe groundwater issues due to their karst bedrock are asking other counties to support legislation to designate a Karst Management Area and provide for stricter protection in this area. Motion by Kriegl/Borleske to go on record supporting the designation of the Karst Management Area. Motion carried, all in favor. Van Berkel will draft a letter and bring it for Committee signature.

Consider providing survey assistance to Zoning for establishment of Special Lowland Flood District in Spring Green: Van Berkel noted that the Planning and Zoning Department is proposing the adoption of a special flood protection district to prohibit development in the flood area around Spring Green. They have asked the assistance of the LCD Engineer in surveying the area to designate boundaries. LCC agreed that this type of assistance is important to provide other departments to help County Board recognize the value of the engineer and suggested Vosberg put together a summary of the assistance he provides other departments.

Motion to adjourn until October 8 at 9:00 a.m. by Puttkamer/Posewitz at 11:20 a.m. Motion carried, all in favor. November 12 was tentatively selected as the November meeting date.

Update: Conflicts have moved the tentative November meeting to Thursday, November 19.
