The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, January 13, 2009, at 9:30 A.M., in room D102A Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

1. Call To Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:30 A.M.
2. Agenda: Motion by Montgomery, seconded by Tollaksen, to adopt the agenda. Motion carried.
3. Approve Minutes of Previous Meeting: Motion by Sprecher, seconded by Tollaksen to adopt the minutes of the special meeting held on December 16, 2008, and the minutes of the regular meeting held on December 9, 2008. Motion carried.
4. Communications: Copies of several communications were handed out to the committee members by Chief Deputy Meister. There were no questions on the items handed out.
5. Public Comment: There was no public comment.
6. Appearances: There were no appearances.
8. Review and Approve December, 2008, and January, 2009, Bills for Coroner and Sheriff’s Department:
Motion by Tollaksen, seconded by Montgomery, to approve payment of the Coroner’s expenses for December, 2008, in the amount of $4,558.09. Motion carried.
The Sheriff’s Department’s bills were reviewed.
Motion by Tollaksen, seconded by Sinklair, to approve the December, 2008, bills in the amount of $128,535.55 and to approve the January, 2009, expenses in the amount of $10,454.75. Motion carried.
7. Sauk County Animal Shelter Operations Update
Shelter Director Wendy Schneider passed out the Director's Report for December, 2008. She reported that the Shelter ended the year in the black and that the numbers of animals coming in has leveled off for the first time. The spay/neuter program may be having an impact on those numbers. The Shelter will be purchasing a replacement van.
9. Request for Authorization to Solicit Bids for 2009 Squad Purchase: Motion by Montgomery, seconded by Tollaksen, to authorize soliciting bids for the purchase of eight Ford Crown Victoria police package cars and one Ford Explorer. Motion carried.
10. Update and Discussion on Training Facility: Chief Deputy Meister provided some general information on recent meetings and discussions concerning the training facility. No action was required from the committee
11. Jail Report: The electronic monitoring report and the 2008 DOC housing report were presented. The complete 2008 revenues and expenditures for Unit A aren’t complete and the report on the first 12 months of actual operation will come in after February.
12. Administrative Report: There were 1,514 transport in 2008.
In December, 2008, there were 80.5 hours of administrative overtime.
Two employees were terminated for failure to complete probation successfully and one for failure to report for work for a long period of time.
Joel Vodak has been promoted to the Detective Division, along with Scott Steinhorst. Garrett Matthews has been promoted to the Patrol Division from the Security Division. Prisoner transport person Tom Cummings has resigned from the transport team and Bonnie Manning has provided written notification of her retirement.
13. Field Service Report: The December dispatch reports were handed out and the Chief Deputy reported there were 13 fatal accidents in 2008.
14. Adjourn To Date Specified: The next regular meeting of the committee was scheduled for February 10, 2009.
Motion by Tollaksen, seconded by Sinklair, to adjourn the meeting. Motion carried.
