Law Enforcement Committee


DATE: February 10, 2009

The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, February 10, 2009, at 9:30 A.M., in room D102A Community Room, 1300 Lange Court , Baraboo , Wisconsin .

The meeting was properly posted and all interested parties were notified.

1. Call To Order and Certification of Open Meeting Law : The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:50 A.M.

2. Agenda : Motion by Montgomery , seconded by Sprecher, to adopt the agenda with the change in item 14 being changed to approval instead of Resolution. Motion carried.

3 . Approve Minutes of Previous Meeting : Motion by Sinklair, seconded by Montgomery to adopt the minutes of the meeting held on January 13, 2009 with the change in Agenda item number 9 stating the following:

Request for Authorization to Solicit Bids for 2009 Squad Purchases: Motion by Montgomery , Seconded by Tollaksen, to authorize soliciting bids for the purchase of eight seven Ford Crown Victoria police package cars and one Ford Explorer. Motion carried.

Motion carried.

4. Communications : Copies of several communications were handed out to the committee members by Sheriff Randy Stammen. There were no questions on the items handed out.

5. Public Comment : There was no public comment.

6. Appearances : There were no appearances.

7. Sauk County Animal Shelter Operations Update

Shelter Director Wendy Schneider passed out the Director's Report for January, 2009. She reported that 52 dogs came in and 59 dogs went out, 57 cats came in and 62 cats went out. Wendy reported that they have purchased a used van from Fedderly Chrysler Dodge Jeep Inc in Reedsburg.

8. Update on 2008 Budget: As of today's date the Sheriff's Department is currently $8,609 under budget. This amount includes anticipated revenues and anticipated expenses and will change prior to closing in the budget in April.

9. Discussion on the Training Facility: Law Enforcement Chair, Stevens requested input from committee members on whether this committee would like to be the oversight committee for the Training Facility Building Project. Montgomery , Sprecher, Sink lair and Stevens are agreed that they would like to keep the Training Facility Building Project under this committee. Stevens stated he would recommend keeping the Building Project under this committee to the County Board Chair.

10. Review and Approve December, 2008, and January, 2009, Bills for Coroner and Sheriff's Department :

Motion by Montgomery , seconded by Sprecher, to approve payment of the Coroner's expenses for December, 2008, in the amount of $579.00 and January 2009, in the amount of $2,006.90. Motion carried.

The Sheriff's Department's bills were reviewed.

Motion by Montgomery , seconded by Sprecher, to approve payment of the Sheriff's Department expenses for December, 2008, in the amount of $20,967.04 and to approve payment of the Sheriff's Department expenses for January, 2009, in the amount of $126,596.56. Motion carried.

11. Consideration of bids for 2009 Patrol Squads and resolution to purchase : Motion by Montgomery, seconded by Sprecher, to accept the bid from Kayser Ford in Madison, Wisconsin, for 7 Ford Crown Victoria Police vehicles in the amount of $129,943.00, After-trade. Motion carried.

12. Consideration of bids for 2009 four-wheel-drive vehicle to replace 2001 Ford Taurus and resolution to purchase: Motion by Montgomery, seconded by Sinklair, to accept the bid from Kayser Ford in Madison, Wisconsin, in the amount of $22,114.00 for the purchase of 1 2009 Ford Explorer, four wheel-drive vehicle. Motion Carried.

13. Consideration and approval of resolution Authorization to Purchase 2009 Ford Crown Victoria Replacement Car Under Emergency Procedures: Motion by Montgomery , seconded by Sprecher, to approve the purchase of the 2009 Ford Crown Victoria to replace the squad damaged in the accident on the Interstate in January. Motion Carried.

14. Consideration and approval Authorizing Attendance of One Sauk County Employee at the National Institute of Corrections Training Program at Aurora, Colorado, in March, 2009.

Motion by Sprecher, seconded by Sinklair, to approve attendance of one Sauk County Employee at the National Institute of Corrections Training Program at Aurora , Colorado , in March, 2009 with the cost funded by a grant from NIC. Motion carried.

15. Jail Report : The electronic monitoring report and the 2009 DOC housing report were presented. The DOC Contract was received by the Sheriff's Department this week. The Contract was signed by Sheriff Stammen and returned to Secretary Raemisch for his signature. The Contract states housing 130 DOC inmates.

 

16. Administrative Report : There were 191 transports in January 2009.

Juvenile Transport and Housing costs for the month of December 2008 was $13,181.00

In January, 2009, there were 32.5 hours of administrative overtime.

Three employees were hired including Richard Becraft, Jailor, Sarah Coens, Dispatcher, and Joshua Hoege, Jailor.

Garrett Matthews has been promoted to the Patrol Division from the Security Division.

17. Field Service Report : The January dispatch reports were handed out and the Sheriff reported that Sauk County had a total of 13 fatal accidents in 2008.

18 . Adjourn To Date Specified: The next regular meeting of the committee was scheduled for March 10, 2009. Motion by Sinklair, seconded by Sprecher, to adjourn the meeting. Motion carried.
